Research On The Path To Implementing The San Francisco Declaration From The Perspective Of Responsible Evaluatio

Scientific research evaluation refers to the process of judging the value of scientific research activities and scientific research achievements made by scientific researchers based on certain evaluation criteria using scientific methods,which is an indispensable part of scientific research work.In recent years,with the continuous development of scientific research evaluation,many shortcomings have been exposed in the evaluation process,causing the overall scientific research evaluation to deviate from the track.Improving the way of scientific research evaluation has become the consensus of the international scientific community.The publication of the San Francisco Declaration and other documents has indicated the trend of change for the reform of research evaluation.Under the influence of this new trend,responsible evaluation has emerged and guided many countries in their research evaluation reform efforts.Through reading and reviewing the relevant literature,few studies have explored research evaluation reform from the perspective of responsible evaluation theory and practice.Therefore,this paper takes four typical countries,namely,the United Kingdom,the Netherlands,Finland and Australia,as research objects,and adopts literature research,word frequency statistics and co-occurrence analysis to explore the characteristics of their assessment guidelines,explore the realization path of the new scientific research evaluation system advocated by the San Francisco Declaration,and on this basis,provide an outlook on the realization of responsible scientific evaluation reform in China.According to the findings of word frequency statistical tables and co-occurrence relationship diagrams,it is found that the practice of scientific research evaluation reform in Western countries under the guidance of responsible evaluation presents four common features and three individual features.These countries have improved and refined the objectives,principles,contents,methods and research environments of research evaluation to promote their responsible research evaluation reforms and provide useful ideas for the realization of the San Francisco Declaration.By analyzing the above characteristics,the following conclusions can be drawn: First,insisting on "scientifically and rationally assessing the value and contribution of scientific outputs" as the goal-oriented approach is an important prerequisite for realizing the San Francisco Declaration.The reform of responsible research evaluation is essentially a change in the evaluation process,i.e.,from a summative evaluation based on journals and other outputs to a process evaluation focusing on the quality and effectiveness of research.Its emphasis is on rational assessment of research quality and impact,with impartiality and transparency as principles,and a combination of qualitative and quantitative methods for output value evaluation.Second,the research environment provides support for responsible research evaluation reform and research.A favorable academic ecological environment and an open research environment have laid an important basis for the realization of the San Francisco Declaration while promoting the transformation of research evaluation.The research evaluation reform under the guidance of responsible evaluation should focus on the construction of environment to ensure the diversity and fairness of research environment and results,and lay the foundation for the formation of good research culture and improvement of research evaluation methods.Thirdly,the reform of responsible evaluation,which starts from the prohibition of journal factor abuse,is a systematic work.In the reform of scientific research evaluation,it is necessary to conduct an in-depth analysis and systematic design of the evaluation elements involved,to integrate "responsibility consciousness" into the design of the evaluation process with the background of responsible evaluation,and to The evaluation system should be constructed based on clear evaluation principles such as "fairness and transparency",classified according to the purpose of the evaluation,sound evaluation criteria,and case study methods to reasonably evaluate the quality and impact of research.
