Study On The Construction Of Urban And Rural Planning And Development Pilot Zone In Changchun

With the completion of the goal of building a moderately prosperous society in all respects and the completion of the "13th Five-Year Plan",China has gradually entered the stage of urban-rural integration development from the stage of simultaneous promotion of new urbanization and rural revitalization.Although China has made many positive attempts to promote the integration of urban and rural development in recent years,and has initially formed a set of institutional mechanisms and policy systems,the gap between urban and rural areas,as well as between agriculture and non agricultural industries,is still large.The imbalance in urban and rural development is still prominent,and there is still a significant gap between achieving the goals of rural revitalization,agricultural and rural modern ization,and urban and rural integration.After the19 th National Congress of the Communist Party of China,the central government proposed to establish and improve the urban-rural integration development system and policies.On December19,2019,18 departments including the National Development and Reform Commission jointly issued the "National Urban-rural Integration Development Pilot Zone Reform Plan ",which announced the list of 11 national urban-rural integration development pilot zones.The purpose is to let the pilot zones take the lead and explore and solve the urgent problems in China’s urban-rural integration development.This includes the national urban-rural integration pilot zone in the Changji junction area of Jilin Province.As an important p art of the national urban-rural integration development pilot area,Jilin Changji junction area,Changchun area has made some achievements in agricultural and rural development,but the problems of unbalanced urban-rural development and inadequate rural development are still prominent,which urgently need the guidance and in-depth study of relevant policies.In this context,Changchun National Urban Rural Integration Development Pilot Zone has made many attempts and achieved certain positive results.Throug h the investigation and research of Changchun National Urban-Rural Integration Development Pilot Zone,after comprehensively mastering the basic situation of the pilot zone,this paper tries to find out the problems existing in Changchun National Urban-Rural Integration Development Pilot Zone through the analysis of the current situation of the pilot zone,namely,the slow progress of land system reform,the imperfect rural financial environment,the low efficiency of the transformation of scientific and technological achievements into the countryside,and the relatively lack of farmers’ sustainable development ability Problems such as inadequate supporting infrastructure in rural areas.By analyzing the reasons for these problems and drawing on some advance d experiences of other provinces and cities,the paper proposes to improve the top-level design of the urban-rural integration development system and policy system in the pilot area,and explores the reform of the land system,optimize the rural financial ecosystem,improve the rural property right mortgage guarantee right,establish the mechanism for the transformation of scientific and technological achievements into the countryside,build a platform for the coordinated development of urban and rural industries,and improve the system and mechanism for the continuous increase of farmers’ income Pay attention to the sustainable development of farmers,establish the system and mechanism for the integrated development of urban and rural infrastructure,carry out path research,break the institutional drawbacks,and complement the policy weaknesses,so as to find the "golden key" to solve the problem of urban-rural integration,fully release the leading demonstration and driving effect of the pilot zone for the next step,explore and solve the main social contradictions in the new era,achieve national modernization,and expand development space To achieve rural revitalization and agricultural and rural modernization,provide reasonable guidance and find the direction of efforts.
