Study On The Mechanism And Pattern Of Land Utilization From The Perspective Of Urban-Rural Integration In Changchun City

Urban-Rural Integration is the coordinative development of economy, society, ecologicalenvironment and space between urban and rural areas. Some measures have been taken toaccelerate the development of urban-rural integration. However, the successfulimplementation of each measure needs the support of land utilization, which is the key pointof urban-rural integration. It’s essentially significant to conduct the study on the mechanismand pattern of urban-rural integrated land utilization to ensure the coordinative developmentof urban and rural land use and urban rural integration. Great attention has been paid to theurban and rural land use by domestic and international academic circles, and it is desirable tocarry out the study of urban-rural integration land use out of the reason that there exsits somedeficiency in this matter. It is an important research subject for domestic scholars because atpresent China is confronted with the urgent need of how to promote the urban-ruralintegration by way of to establishing the pattern and mechanism of the urban-rural integrationland use under China’s national context as well as by learning the theory and practiceexperience of the western developed countries.Based on the previous theories and some related researches conducted both at home andabroad, this dissertation employes the method of combination of theory and practice, utilizescomprehensively the regional economics, planning and land economic theory to put forwardthe pattern and mechanism of urban-rural land use by analyzing the land use of ChangchunCity, and establishing the land use pattern of the city. At the end of the dissertation, somecountermeasures are presented and discussed.This disseration is composed of six chapters.As the introductory part, ChapterⅠprobes the achievement and deficiency of the urbanand rural land use research, analyzes the importance of land use in the process of urban-ruralintegration, puts forward the necessity of this study, and finally formulates the researchcontent and the innovation points.As theoretical basis, ChapterⅡdiscusses the fundamental theory of land use inurban-rural integration by defining the concept of urban-rural land use, exploring the acutalpractice and reviewing the domestic and international research progress in this area.Chapter Ⅲ establishes the mechanism of land use under urban-rural integratio. Thismechanism contains steering mechanism, basic opertating mechanism, driving mechaism aswell as supporting mechanism.The steering mechanism is dreived from plan management,price management and industrial land policy, which is suitable for governmental landmanagement. The basic operating mechanism is operated based on the factors such as landprice lever, benefit stimulation and production factors flow and factors combination.Thedriving mechanism is founded by industrial development which comprises industrial location, industrial linkage, industrial structure, and industrial integration Tthe supporting mechanismwhich stems from urbanization is established from the influence of urbanization on urban area,the spreading of urban function space, and the form of metropolis district.Chapter Ⅳ comes to the establishment of the pattern of urban-rural integration land use.Firstly, planning pattern of government land use regulation is set up by elaborating the idea ofland plan，all-around arrangement of the land scale，the whole request of spatial distribution，and the strengthener spatial regulation of urban construction land. Secondly, the layerstructure pattern of land benefit is established from the views of the possibility of buildingpattern, the function mechanism of the pattern, the location process of urban and rural landuse, and the zone of agricultural land use. Finally，the urban and rural land use pattern inmetropolitan is formed from the aspects of metropolis space structure, metropolis constituteelements, the distribution of every sort of land use and the metropolis spatial organization.Chapter Ⅴ diagnoses systematically the urban-rural integration land use of ChangchunCity. This part focuses on the developmental trajectory of the urban and rural land use inChangchun from the stage of the separate land use of urban and rural to the stage ofpreliminary formation of urban-rural integration land. In addition, the structural evolutionmechanism of urban and rural land use in Changchun is analyzed from the aspects of landvalue manifestation, industrial development and government management. The last aim ofthis part is to summarize the current situation of urban-rural integration land use ofChangchun and diagnose the problems of urban-rural integration land use of Changchun.Chapter Ⅵ builds the pattern of urban-rural integration land use of Changchun. Byclarifing the developmental goal of urban-rural integration land use of Changchun, this parttries setting up the pattern of urban-rural integration land use of Changchun, and puttingforward the countermeasures to regulate the urban-rural integration land use of Changchun.
