Research On Compensation For Giving Up Rural Vacant Homestead And The Patterns Based On Farmers' Willingness

With the rapid development of urbanization and industrialization in China,the tense situation of urban construction land is becoming more and more prominent.At the same time,the transfer of rural labor force led to the rural homestead vacant and the phenomenon of "hollow village",and the land resources were seriously wasted,which further aggravated the contradiction between people and land.At present,China is promoting the reform of the homestead system,strengthening the management of rural homestead,constructing and perfecting the resettlement mode of rural vacant homestead to protect the interests of farmers,alleviating the contradiction between supply and demand of urban construction land and rural arable land,and promoting the construction of new socialist countryside is the priority among rural land management in our country.In this paper,taking Hunan Province as an example,construction and improvement of pattern of giving up rural homestead with compensation was discussed through farmer field investigation data and related cases.First of all,the present situation of homestead utilization in Hunan Province was investigated,and 30 villages in Changsha,Zhuzhou,Xiangxi,Tujia and Miao Autonomous Prefecture,Yueyang and Chenzhou were surveyed to understand the utilization and vacant situation of homestead in Hunan Province.Then,the farmers in Ningxiang County and Zixing City were further surveyed to understand the basic situation of the sample farmers and the willingness to give up the vacant homestead.The logistic regression analysis was carried out on the sample data factors that influence farmers giving up the vacant homestead,and CVM method was calculated the giving up price of rural households in two regions.Finally,the current exit mode of homestead was analyzed and evaluated,and then constructs the pattern of giving up rural homestead with compensation.The main conclusions are as follows:(1)Multi-house phenomenon in general,the homestead area exceed the standard,homestead waste problems are the present situation of utilization of house-site in the countryside of Hunan province.Different types of regional homestead vacant condition are different.Generally speaking,the mining areas and plain areas of the homestead vacant problem is most serious.(2)Ningxiang County and Zixing City,the rate of the willingness to give up vacanthomestead were 66.9% and 77.2%,the attitude is more positive.There are significant differences between the two factors of farmers' compensation for giving up vacant homestead.The cause of Ningxiang county and Zixing City households giving up the vacant land is consistent.There is a slight discrepancy between the reasons for reluctance to give up the vacant homestead,which is related to regional geography and economic development.47% of the households within the scope of the survey can give a specific giving up willingness price,Ningxiang county and Zixing interviewed farmers from the vacant homestead average willingness to accept the lowest price of 2352 yuan per square square meters,658 yuan per square meters.Ningxiang rural farmers' willing to pay the lowest price is much higher than the Zixing area,and the compensation standards in the two farmers tend to have differences.(3)Four types of pattern of giving up rural homestead with compensation were put forward,one is to divide the single-homestead pattern of giving up rural homestead with compensation and the multi-homestead pattern of giving up rural homestead with compensation according to the form of vacant homestead withdrawal,the second is the pattern of giving up of the higher income households and the pattern of giving up of the lower income households divided by the income level of the farmers,the third is based on the way out of vacant homestead to divide the government-led exit mode,industrial development-driven exit mode and villager autonomy exit mode,the fourth is divided into suburban and economically developed areas exit mode and suburban areas or economically backward areas exit mode according to the rural economic situation.
