Definition And Classification Of The Rural Vacant Homestead

With the acceleration of urbanization in China,on the one hand,non-agricultural construction occupies a large number of agricultural land,the contradiction between people and land is more and more prominent,on the other hand there are a lot of vacant homestead in rural areas.To carry out rural vacant homestead investigation,to determine the definition of vacant homestead,to build vacant homestead classification system,to help the scientific management of rural homestead,to improve the utilization of homestead,to promote homestead finishing,improve rural living and production environment,to ease our country pressure.The pressure of rural land use demand has positive significance to the current social and economic development in our country.Through the four representative counties in Hunan Province 16 villages in the field survey and questionnaires to understand the use of local homestead status,as well as natural,social,economic,cultural and other conditions.Using the method of statistical analysis,the basic principles of taxonomy and formal logic are used to define the rural vacant homestead,the classification system of rural vacant homestead is constructed,and the countermeasures of rural vacant homestead are discussed.Get the following main findings and conclusions.(1)vacant homestead is defined as: in a certain period of time did not give full effect,for the construction of residential and living facilities of rural collective construction land.The vacant homestead includes vacant land for housing and surrounding ancillary facilities.Among them ancillary facilities include: kitchen,biogas digesters,before and after the Ping,warehouses,courtyards,toilets,pigsty,mixed house,houses before and after a small amount of green space.(2)To build a rural vacant homestead of the four classification system.Class classification,according to the homestead vacant and the use of the situation is divided into explicit and invisible vacant two types;two classification,according to the vacant homestead of the ground building conditions and vacant state is divided into five secondary types;Classification,according to the availability of vacant homestead and vacant degree of a total of 12 three classification,which takes into account the specific vacant causes and the corresponding disposal and management;four classification,mainly based on the use of governance and way to divide.(3)Through the field survey and the questionnaire survey,the results show that:(a)The rural homestead in the survey area of Hunan Province is large,widely distributed and diversified,and the use of vacant homestead is difficult.The reason and influencing factors are more complicated,mainly due to the vacant of the rural homestead,which is mainly caused by a large number of houses,homestead area exceeding the standard,farmers' housing considerations,population migration,geographical location,economic development level and village planning.From the household level of the peasant household,the factors such as the number of migrant workers,the residential structure,one house(the old house)and the origin of the homestead have a significant influence on the vacant of the homestead.(4)According to the case analysis of the survey area,the countermeasures and suggestions for the disposal,utilization and management of the vacant homestead are put forward: to carry out the comprehensive renovation of the rural vacant homestead;to improve the resettlement mode of the homestead,to establish the extinguishment system of the homestead exit;To increase the supervision of the homestead;to strengthen laws and regulations propaganda,improve the relevant legal system;to guide the development of rural industries to promote rural vacant homestead;the establishment of rural vacant homestead information platform.
