The people’s pursuit of a better life and uneven development are the main contradictions in our society.In the process of development,the problem of unbalanced economic development between regions is particularly important,and the coordinated economic development of regions will become an important issue in the current economic development of China.National-level high-tech industrial development zones,an important factor affecting regional economic growth,are also an important national strategy to promote high-tech industries.Firstly,this paper compares the theories,literature and information related to national high-tech zones,regional economic growth and the role relationship between them,from which it is found that there are few studies on the regulatory mechanism of high-tech zones affecting regional economic growth.Secondly,we describe and analyze the status of national high-tech zones as well as regional economic development,and its role mechanism.Based on the above analysis,this paper conducted the following empirical studies based on a quasi-natural experiment of establishing national high-tech zone policy with 285 cities from 2006-2019:(1)the relationship between the two was tested using the double difference method;(2)a placebo test was conducted for the above test;(3)the regulating variable of city management system dynamics was introduced on the basis of the benchmark regression,by(3)the impact of China’s high-tech industrial development zones on regional economic development is studied empirically;(4)the above-mentioned benchmark regression and the regulating mechanism are tested for robustness;(5)based on the heterogeneity of the national high-tech zones themselves,the heterogeneity analysis is conducted in terms of the scale of high-tech zones and the "age" of high-tech zones;based on the regional differences in the vitality of urban management system,the heterogeneity analysis of the regulating mechanism is conducted.(5)based on the heterogeneity of the national high-tech zones themselves,the heterogeneity analysis is carried out in terms of the size of high-tech zones and the "age" of high-tech zones;based on the regional differences in the vitality of urban management system,the heterogeneity test is carried out for the regulation mechanism.It is found that(1)the construction of national high-tech industrial development zones effectively promotes the regional economic growth,and this result passes the placebo test and the robustness test;(2)the mechanism analysis shows that the urban management system vitality plays a positive moderating role in national high-tech zones in promoting regional economic growth;(3)the heterogeneity analysis shows that,from the scale of high-tech zones,the larger the scale of high-tech zones,the more favorable the(3)the heterogeneity analysis shows that the larger the high-tech zone is,the better the policy effect is;from the "age" of high-tech zone,the policy effect and the regional economy have an inverted U-shaped relationship;from the regional differences in the vitality of urban management system,the regulating effect is greater in the eastern region.This study shows that national high-tech zones can drive economic development,and the vitality of urban management system plays a positive regulating role in this process,which provides important insights for the future layout of national high-tech zones and the establishment of other related policies. |
