| In the nineteen major report,General secretary Xi Jin-ping pointed out that “the main contradiction of our society has been transformed into the contradiction between the growing demand for better life of the people and the unbalanced development.” The unbalance of regional economic development is particularly important and the coordinated development of regional economy will be a major issue for China's economic development.China National High-Tech Industrial Development Zone is an important subject which affects the development of regional economy,and it is the main carrier to promote the development of regional economy.At present,the system of China National High-Tech Industrial Development Zone is not reasonable,showing the rapid development and outstanding achievements of the high-tech zones in big cities,but the relatively backward development of small and medium-sized cities.Through historical consideration and deep exploration,this article learns that the re-balancing of regional economic development depends on the relocation,transformation and upgrading of the national high-tech zones to a large extent.After about 30 years of rapid development,the National High-tech Zone has not only achieved good results in the development,but also accumulated rich experience in management and operation,especially in many aspects,such as the growth of incubating enterprises,the development of industry,and the improvement of innovation ability.It not only maintained a relatively fast growth rate and a relatively high scale of growth,but also played an important role in leading,radiating and promoting regional innovation,development and transformation.It has rapidly developed into a new driving force to lead the economic development of the surrounding region and the regional economic transformation.However,from the existing academic research results,there are more literates about the development of high-tech zones and the development of regional economy,but there is little research on the combination of high-tech zones and regional economic development.In addition,the previous research direction is mainly for internal industry agglomeration,industrial cluster,innovation efficiency and its evaluation of high-tech zone and the relationship between industrial cluster with regional economic growth,but there is noin-depth study of the relationship between the construction of high-tech zones and regional economic development from the perspective of theoretical mechanism and empirical analysis.From this perspective,it is of great practical significance and academic value to study the impact of national high-tech zones on regional economic development from the perspective of scale effect and innovation effect of high-tech zones.On the basis of the theory of industrial agglomeration,technology diffusion theory,regional radiation theory,knowledge spillover theory,collaborative innovation theory,cluster theory,scale economy theory and technology innovation theory,this paper constructs the influence mechanism of the national high tech zone on the regional economic development.It focuses on the influence mechanism of scale effect and innovation effect,and forms a set of more complete theoretical analysis framework.Then the basic status of the development of national high-tech zones is combed from the aspects of scale achievement and innovation achievement.On this basis,from the two perspectives of scale effect and innovation effect of high-tech zones,we do empirical research on three aspects of economic growth,economic structure and economic efficiency of regional economic development.The double difference method(DID)of the quasi natural experiment was used to verify the effect of the establishment of high-tech zones on the development of regional economy.Firstly,in this paper,theoretical analysis is carried out.Based on in-depth exploration of the factors affecting the development of regional economy,the scale effect and innovation effect are the core factors.The scale effect and the innovation effect are included in the analysis framework of high-tech zones affecting the regional economic development.The influence mechanism is analyzed from three aspects,such as macro-level,meson-level and micro-level.The theoretical research holds that: at the micro level,the scale effect and the innovation effect mainly play a role by reducing the production cost and improving the production efficiency of the enterprise;at the meson-level,the scale effect and the innovation effect mainly play the role through the high-tech industry cluster and the innovation of the industrial cluster;at the macro level,the scale effect and the innovation effect mainly play a role by improving the efficiency of resource utilization and improving regional technological progress.Secondly,on the basis of theoretical analysis,this paper then calculates the scale effect and the innovation effect.On the measure of scale effect,it mainly refers to Geng Nai-guo etc.(2011),to calculate the scale effect by measuring the relationship between input and output by means of Cobb-Douglas production function.After estimating the estimated value,the scale effect can be obtained by comparing the actual observation value with the estimated prediction value.On the measure of the innovation effect,we mainly use Aigner etc.(1977)to introduce the production function of the random frontier to the total factor productivity.In this way,stochastic frontier analysis(SFA)is used to estimate total factor productivity,and the technological progress that is decomposed from total factor productivity is regarded as the proxy variable of innovation effect.Next,after measuring the scale effect and the innovation effect,the empirical study is carried out.Taking 287 prefecture level cities as samples,with a time span of 1989-2014 years,the cities approved by the national high-tech zones as experimental group,using the double difference DID method of quasi natural experiment to evaluate the impact of the establishment of high-tech zones on regional economic growth,economic structure and economic efficiency.Then the mechanism of scale effect and innovation effect is verified.Studies have found that: from the test of the overall effect of high-tech zones,the policy impact of building high-tech zones not only has a great role in promoting regional economic growth,but also has a significant positive impact on the regional economic structure,and also significantly improves the regional economic efficiency.From the test of scale effect mechanism,the construction of high-tech zones can not only accelerate regional economic growth through scale effect,but also optimize regional economic structure,but scale effect is not conducive to the improvement of regional economic efficiency.From the test of innovation effect mechanism,although the innovation effect has a significant negative impact on regional economic growth,the innovation effect has a significant positive impact on the regional economic structure and economic efficiency.Finally,combining with the main conclusions of theoretical analysis and empirical research in this paper,this paper puts forward some policy suggestions,points out the shortcomings of the study and prospect future research,in order to better play the scale effect and the innovation effect of national high-tech zones in the area of economicdevelopment,the transformation and upgrading of high-tech zone itself,improve the comprehensive strength of regional economic development. |
