| Building and developing national high-tech industrial development zone is an important carrier of nation high-tech industry layout and scientific&technological innovation.National high-tech industrial development zone is a new engine for high-quality development of regional economy.Since the establishment of Zhongguancun Science and Technology Park in1988,the national high-tech zones have been playing an increasingly prominent role in the national economy.It has become a fertile ground for the innovation and transformation of scientific and technological development achievements.They promoted the transformation of regional economic growth mode and industrial structure.How to give full play to the competitiveness of national high-tech zones and form a benign interaction with regional economy has become a key issue in the process of economic development.Therefore,this paper studies the coupling relationship between national high-tech zone and regional economy through theoretical analysis and empirical methods,and proposes relevant countermeasures to optimize the coupling and coordination relationship based on the conclusions.This paper starts with the theoretical concepts,expounds the relevant theoretical concepts of the coupling relationship between national high-tech zone and regional economy,and summarizes the research status.Secondly,the coordination mechanism and coupling relationship between the national high-tech zone and regional economy are analyzed.This part explains the mutual influence between the two systems.The interaction mechanism,dynamic mechanism and coordination mechanism are deduced.Also,the different coordination basis is corresponded to the coupling relationship state.Then,the evaluation index system of national high-tech zone and regional economy is constructed,and the comprehensive development level of national high-tech zone and regional economy is calculated by entropy method.Based on the comprehensive level evaluation,establish the coupling degree model and coupling coordination degree model,calculated the national high-tech zone and the coupling coordination level of regional economy,and analyze from three angles: from the time point of analysis of the coupling relationship between temporal changes,from the angle of space analysis on the distribution of coupling relationship,with the setting up of the differences in the analysis of coupling relationship between batches of angle.Finally,the factors affecting the level of coupling coordination are analyzed.Indicators were selected from the foundation of national high-tech zone,regional economic foundation and transmission mechanism.The Tobit model was used for regression to judge the influence of different factors on the coupling relationship.The research draws the following conclusions :(1)The national high-tech zone system and regional economic system not only have one-way influence,but also have a cooperative development relationship.There are complex circular cumulative causal effects between different stages of development.(2)The coupling relationship between the national high-tech zone and the regional economy has just broken through the boundary of coordination and is at the level of transitional development,basically maintaining a good growth trend.From the perspective of the relationship between the two systems,the overallsituation shows the characteristics of regional economy leading the development of national high-tech zones,but the gap is gradually narrowing.(3)From the perspective of spatial differences,the coupling relationship between the national high-tech zone and the regional economy in the eastern region is more coordinated,and the central and western regions basically maintain the same level,with a certain gap with the eastern region.(4)There are mainly two stages for the establishment of the national high-tech zones at present--from1988 to 1992 & in 2010 and beyond.After analyzing the sample data,it is concluded that the coupling coordination relationship of the established batches is far less than that of the early ones,and the growth rate of coupling coordination degree is also relatively low.(5)There are many significant factors influencing the coupling relationship between national high-tech zones and regional economy.The most closely related factors are the scale and innovation capacity of national high-tech zones,the foundation of regional economy,and the influence of transmission mechanism.Based on the above situations,this paper puts forward the following policy suggestions:First,fully support the development of national high-tech zone by relying on regional economy;Second,enhance the radiation driving effect of national high-tech zone to avoid siphon effect;Third,establish coordination mechanism and improve interactive efficiency;Fourth,we should increase cross-regional cooperation and enhance experience learning. |
