Research On The Realistic Dilemma And Optimization Path Of Agricultural Production Trusteeship Services

With the development of modern agriculture,how to promote the effective connection between small farmers and modern agriculture,and solve the problems of "who will plant" and "how to plant" in the agricultural production process,has become an urgent problem to be solved in China today.Agricultural production trusteeship services have emerged,but based on the current national development situation,their development is not yet mature.How to further promote and improve the agricultural production trusteeship work in various regions has become a hot topic of discussion today.Although the agricultural production trusteeship in Z Town,Shanxi Province started relatively late,its development speed is fast,and its implementation effect is also relatively obvious.Therefore,this article takes Z Town,Xiaoyi County,Shanxi Province as an example to focus on studying the situation of agricultural production trust services in that town.On the basis of reading a large amount of literature and relevant policy documents,a systematic summary and sorting of the background,work implementation,specific service processes,and implementation effectiveness of agricultural production trusteeship services in Z town were conducted.Field visits and research were conducted on the township government,agricultural trusteeship production and operation organizations,village collectives,and small farmers in Z town to obtain first-hand information related to agricultural production trusteeship.In the process of field research,we conducted semi Structured interview with grass-roots government staff,trusteeship management organization staff,village cadres,and local small farmers to obtain more detailed interview data.On this basis,from the perspective of symbiosis theory,we further explored the views of major subjects on agricultural production trusteeship services,their associated interest demands,and their specific behaviors and practices in the process of participation.The content of this survey mainly revolves around the implementation background,process,effectiveness,and difficulties faced in the process of promoting agricultural production trusteeship services in Z Town.After organizing and analyzing the materials,it is determined that they are currently facing difficulties.Afterwards,analyze the above issues one by one and propose corresponding optimization paths based on their causes to promote the implementation of agricultural production custody services.The research structure of the article is mainly divided into three parts.The first part is an introduction,focusing on the research background and significance,domestic and foreign research trends,research ideas and methods,research innovation and shortcomings.The second part is the conceptual definition and theoretical basis,focusing on the concept of agricultural production trusteeship,agricultural production trusteeship subjects,and types of agricultural production trusteeship services.Afterwards,the symbiosis theory,principal-agent theory,and land scale economy theory are used as theoretical support for this article.The third part is the core part of the article,which includes the status of agricultural production trusteeship services in Z town,the difficulties faced,the reasons for the difficulties,and the corresponding optimization paths.In order to fundamentally solve the difficulties faced by agricultural production trusteeship,firstly,it is necessary to further strengthen the construction of external guarantee mechanisms for agricultural production trusteeship services in areas where the government’s top-down power dominates,the service level of trusteeship organizations is limited,and the endogenous power of grassroots communities is insufficient,such as strengthening the sense of responsibility of relevant subjects,strengthening the service level and capacity of various relevant organizations,etc.Secondly,in terms of the need to improve the interest linkage mechanism between various entities,the imperfect supervision mechanism for agricultural production trusteeship,and the absence of interest coordination work,it is necessary to build an interest linkage mechanism between various entities,and focus on implementing interest coordination work.Finally,in addressing the fragility of the local natural ecological environment,insufficient economic risk sharing mechanisms,and environmental governance issues at the grassroots level,it is necessary to actively develop green ecological agriculture,further improve the agricultural market risk sharing mechanism,and also create a good legal learning atmosphere from a spiritual perspective.Thus,agricultural production trust services can further promote large-scale agricultural production and operation,while better serving the vast majority of farmers.
