Communist Party of China,in view of the overheated investment in the real estate industry and the rapid rise of housing prices,the Party Central Committee,with General Secretary Xi Jinping as its core,has repeatedly insisted that houses should be used for living,not for speculation.The housing problem is not only related to people’s living and working in peace and contentment,but also an important task for the long-term development of the country and social harmony and stability.Taking this as an opportunity,the Fuzhou Municipal Government,in response to the spirit of the Central Conference,implemented the guiding principle of "striving to make all the people live in a place",adopted various ways to further strengthen the regulation and control of the real estate market in light of the actual situation of urban construction and development,and implemented policies according to the needs of urban housing expropriation,demolition and resettlement at the end of 2017.Exploratory adoption of resettlement commercial housing initiatives.This is also a major institutional innovation of Fuzhou Municipal Government in land transfer and real estate development mode.In the process of residential land transfer in the open market,the proportion of resettlement commercial housing is clearly defined,which is sold to the expropriated according to the development and construction standards of commercial housing,or repurchased by the designated units of the government.On the one hand,this development and operation mode can borrow the management and control ability of high-quality real estate companies in the market to shorten the development and construction cycle,on the other hand,it can randomly select part of the same type of commercial housing as the re purchase of resettlement housing,which can ensure the unified quality,unified standards and unified matching of resettlement housing.It can not only effectively solve the problems of quality defects and low supporting grade in the construction process of the original pure resettlement houses,but also improve the return of financial funds through the land auction competition in the open market.The basis of this paper is mainly through the convenience of project management in the real estate company,which can directly obtain the data of various cost indicators and technical scheme design of construction projects.The research project has completed all the work and passed the completion record,with a higher degree of integrity and more detailed information.After full access to a large number of information,the technology and economy of the resettlement commercial housing project are systematically analyzed and studied in depth by means of practical participation,induction and summary,and value analysis.The key contents of this paper are as follows:(1)The analysis of the development and operation characteristics and cost composition of the resettlement commercial housing project,the composition of construction and installation cost and the influencing factors of indicators,and the necessity of technical and economic analysis of the project;(2)The detailed introduction of the general situation of project construction,energy saving and supporting design,environmental and ecological resources impact,etc.,reflecting the rationality and applicability of the project technology;(3)Using the theory of value engineering and combining with the case of construction project,this paper makes a further comparison and selection of the prefabricated components with the traditional cast-in-place mode and the basement beam less floor slab system.As a new technology,the flat floor system can effectively reduce the cost and meet the actual needs of the project in application.Prefabricated components are in line with the trend of building industrialization,which can reduce losses and improve the pace of construction.Finally,based on the evaluation,analysis and summary,this paper provides theoretical data for the technical and economic rationality of the resettlement commercial housing project,and the project can meet the needs of living and use to the maximum extent.Through the comparison and analysis of the economic benefits generated by the application of new materials,new processes and new technologies,the fabricated components and beam less floor system have more advantages.The research results of this paper provide a guiding idea for the construction of follow-up resettlement commercial housing projects in Fuzhou,and also provide experience for the technical and economic aspects of the same type of construction projects. |
