Research On Health Food Safety Supervision In Yuecheng District,Shaoxing City

As people’s living standards have improved significantly,people have a growing sense of health and want to pursue a better and better quality of life.At present,China’s health food is still in the critical stage.On the one hand,China has the traditional concept of "sick,disease-free health",and there is a long-term demand for health food.On the other hand,Quanjian,Wuxianji and other health food production and management enterprises have been exposed to health care fraud one after another,resulting in the collapse of consumers’ trust in the health food industry.The contradiction between demand and distrust has led to the current chaotic health food consumption market,which cannot be changed simply by relying on the supervision mode of government departments.The theory of multiple co-governance can try to give play to all social forces to escort the safety of health food to the greatest extent.Current city of Shaoxing,the health food market false advertising,illegal to add banned substances,fake these problems appear frequently,and the city in the health food safety regulation also exists many problems,such as health food management,low threshold,low efficiency of enterprise credit system is not sound,regulators,collaboration between regulators lack of correlation.In the final analysis,it is due to the current health care food safety management,although gradually integrated into the concept of social co-governance,but it is still in the exploratory stage,not really embedded in which to play a practical effect.It is necessary to strengthen the leading role of the government,as well as the participation of enterprises,industry associations,social organizations,consumers and other forces in the supervision team,effectively integrate all forces,and build a more integrated and more national conditions of the pluralistic governance system.In view of this,this paper,through literature research,case analysis,and the introduction of multiple co-governance theory,combined with grassroots regulatory practice experience,analyzes the compatibility of multiple co-governance embedded in health food safety regulation.In multivariate co-government horizon,the city health food safety regulatory countermeasures: improve the regulatory system at the grass-roots level,improve the government executive ability,make health food safety regulatory team,innovative concept of law enforcement supervision and regulation means,and improve the coordinated mechanism between regulators and strengthen information disclosure to improve credibility,open public complaints to report the green channel;Implement the responsibility of market entities,promote honest business operation of enterprises,improve the market access system,form internal self-discipline of enterprises,and build a credibility system of grassroots health food;Give full play to the advantages of social organizations,set up a collaborative governance system,and stimulate the potential of industry associations by both internal and external repair.Supporting the interaction of mass media,transmission and supervision;Establish a public participation mechanism to create an environment of universal governance;To cultivate the public’s ability to identify,establish rational consumption concept,and hope to play a role in long-term supervision of the health food industry.
