| The rational and effective use of rural land is an important part of the optimal allocation of rural resources,and it can also increase farmers’ income.In the process of development,the first thing to be solved is the problem of land transfer.The most critical problem is to break farmers’ dependence on land,restore the commodity attribute of land,and realize the rational and full flow of land element resources,which is conducive to activating rural vitality and promoting agricultural modernization.In this process,due to the lack of experience and theoretical basis,some problems have arisen,Therefore,it is necessary to conduct an in-depth study on the issue of rural land transfer.This study takes Nanjing City as a case,and analyzes the current situation and problems of land transfer in Nanjing by using literature research,survey and other methods.First,the paper discusses the relevant concepts and theories of land transfer by using literature research,and analyzes the current situation of rural land transfer in Nanjing by using questionnaire survey.The survey area covers Nanjing,Jiangning and Pukou.300 questionnaires were distributed and 292 valid ones were recovered.The effective recovery rate of the questionnaire was 97.33%.The survey mainly involves the procedures,prices,wishes,systems and income of farmers’ land transfer.The survey shows that the current land transfer in Nanjing has the following problems:non-standard signing of transfer contracts,non-standard land transfer procedures,insufficient publicity of rural land transfer information,limited scale of rural land management,low degree of rural labor transfer,and makes a detailed analysis of the causes of the problems,and finally puts forward relevant countermeasures and suggestions.Further analysis found that there are several reasons behind the problem of rural land transfer in Nanjing: the transaction platform is not perfect,the benefits of both parties of land transfer are not guaranteed,the government supervision and management are not in place,and the development level of non-agricultural industries is not high.Using SPSS to make an empirical analysis of the four factors,it is found that the impact of the above four indicators on the land outflow rate accounts for 65.7%,which can establish an influencing factor model reflecting the land outflow rate.The land circulation rate=3.592non-agricultural industry development level+2.015 land transaction system+0.730 government supervision+0.840 rural social security level.Finally,the suggestions for land transfer to promote the development of new rural construction are as follows: improve the land transaction management system,formulate the model of land transfer contract,and establish a sound land transfer service mechanism in local areas;Second,improve farmers’ social and income security: improve the income distribution mechanism of land transfer,attach importance to the land value-added income that farmers should obtain,and improve the social security system;Third,the government should strengthen the management of land system: improve the price system,improve and implement the laws and regulations on rural land transfer,supervise and manage land transfer,and strengthen the supervision of land transfer purposes;Fourth,actively promote non-agricultural development: promote the rational transfer of rural surplus labor,accelerate the development of regional secondary and tertiary industries,and vigorously support the development of new agricultural business entities. |
