Research On The Problems And Countermeasures Of Digital Agriculture Development In Shandong Province

With the continuous advancement of science and technology,digital technology has been widely used in various industries,and the agricultural field is no exception.As an important change in agricultural production methods and business models,digital agriculture is promoting agricultural modernization and digital transformation and upgrading.Digital agriculture drives China ’s agricultural and rural informatization and modernization,which is the focus and foothold of realizing the great new era of rural revitalization in an all-round way.As a major agricultural province and a major grain province in China,Shandong Province is of great significance in developing digital agriculture.In 2022,the ’ 14 th Five-Year Plan for Promoting Agricultural and Rural Modernization in Shandong Province ’ was announced.Shandong Province put forward the goal of rural revitalization of Qilu model demonstration province.It will build six characteristic industrial belts,build digital agricultural industrial belts,strive to become a leading province for high-quality agricultural development,and take the construction of a strong modern agricultural province as the future development orientation.However,with the rapid development of digital agriculture in Shandong Province,it also faces some problems,such as insufficient investment in digital agriculture,backward agricultural information infrastructure,lack of digital agricultural skilled personnel,and low integration of digital information technology and agriculture.The existence of various problems has a negative impact on the development of digital agriculture in Shandong Province.Therefore,it is necessary to conduct in-depth research on the problems existing in the development of digital agriculture in Shandong Province to promote the sustainable development of digital agriculture in Shandong Province.Based on the survey data of 296 administrative villages in 16 cities of Shandong Province,this paper constructs a digital agriculture evaluation index system including 5first-level indicators and 15 second-level indicators,including digital production,digital environment,digital facilities,digital resources and digital efficiency,and calculates their scores.The results show that :(1)The average level of digital agriculture development in Shandong Province is 0.52,and the development between regions is uneven.Weifang has the highest level of 0.68,and Dezhou has the lowest level of 0.39;(2)The single scores of network access and smart phone use are more than 0.7,the development level is good,and the development level of digital talent reserve and other indicators is poor;(3)The contribution of digital facilities and digital environment is large,and the contribution of digital resources and digital efficiency is small,indicating that the development of digital agriculture in Shandong Province lacks depth.The Tobit model was further constructed to analyze the influencing factors.The results showed that the village scale,farmers ’ income level,village collective income level,land transfer level and transportation convenience all played a positive role in promoting the development of digital agriculture.The county distance negatively affected the comprehensive score of digital agriculture,while the per capita cultivated land area was not obvious for the development of digital agriculture.Heterogeneity analysis shows that the development level of digital agriculture in mountainous areas and small and medium-sized cities is relatively low,and the influence of transportation convenience and county distance is more obvious.The development level of digital agriculture in non-mountainous areas and large cities is relatively high,and the influence of farmers ’ income level and village collective income level is more obvious.Through the above analysis,it is found that there are some problems in the development of digital agriculture in Shandong Province,such as the serious shortage of digital resources,the backward development of digital efficiency and the unbalanced development of regions,and put forward some countermeasures to improve the digital infrastructure,cultivate digital talents and optimize the development environment of digital agriculture.
