A new round of scientific and technological revolution has triggered the rise of a series of electronic information industries such as artificial intelligence,digitization and robotics.Scientific and technological innovation has become an important driving force for countries to enhance their comprehensive national strength.The high-tech industry is an important carrier leading scientific and technological progress and high-quality economic development.Therefore,the Chinese government has issued a series of strategic layout and industrial support plans for technological innovation.The technological innovation of hightech industry plays an increasingly important role in the sustainable economic development.Therefore,the in-depth study on the innovation activities and industrial agglomeration of Chinese high-tech industries is helpful to understand the differences in regional innovation efficiency of high-tech industries,and is helpful to analyze the influence of agglomeration externality on regional innovation efficiency of high-tech industries,so as to provide scientific suggestions for promoting the high quality development of high-tech industries.However,there are still great differences in the level of technological innovation in the high-tech industry regions,so improving the innovation efficiency of high-tech industry scientifically and effectively has become an important research issue.Based on the theory of technology innovation efficiency and industrial agglomeration,this paper uses static and dynamic models to measure the innovation efficiency of high-tech industries in 30 provinces and urban areas during 2013-2020 based on the innovation activities of high-tech industries in 30 provinces and urban areas,and reflects the real innovation efficiency of high-tech industries in China through static analysis.This paper analyzes the dynamic trends of innovation efficiency in Chinese high-tech industry.Then the spatial error model is used to analyze the influence of Marshall externality,Jacob externality and Porter externality on the innovation efficiency of high-tech industries.In conclusion,it accurately reflects the regional innovation efficiency change and agglomeration externality influence of high-tech industries,and provides right decisionmaking suggestions for improving the innovation efficiency of high-tech industries.Based on the analysis of regional innovation efficiency measurement and agglomeration externality,it is found that:(1)From the perspective of static efficiency,after eliminating the influence of environmental variables and random errors,the mean innovation efficiency of China’s high-tech industries during 2013-2020 is at an upper medium level,but there is still a certain room for improvement.There are differences in the innovation efficiency of high-tech industries in East,middle and west,which are shown as East > Middle > West.(2)From the perspective of dynamic efficiency,the dynamic trend of innovation efficiency of high-tech industry remains unchanged from 2013 to 2020.(3)From the perspective of industrial agglomeration,Marshall externality effect is negative,indicating that specialized agglomeration is not conducive to the improvement of high-tech industry innovation efficiency;Jacob’s and Porter’s externalities are positive,indicating that diversified agglomeration and firm competition are conducive to the improvement of innovation efficiency in high-tech industries.
