High-tech industry is an important supporting industry for China's innovation-driven strategy.Especially in the trade war,after the United States imposed economic sanctions on such technological enterprises as “ZTE” and “Huawei”,the innovation and development of China's high-tech industry has received national attention.At present,the overall innovation ability of China's high-tech industry is not strong,the lack of core technology,and the imbalance of industrial development have affected the development of the entire industry and even China's future economy.Therefore,promoting high-tech industries to enhance independent innovation capability is China's innovation-driven development strategy.It is of great significance.In addition,the development of cluster economy also has a very important impact on the development of industrial innovation capabilities.Therefore,from the perspective of factor agglomeration,firstly,through the combing of related literatures at home and abroad,the theoretical mechanism of the influence of factor agglomeration on the innovation ability of high-tech industry is summarized,and the gaps in the field of research are presented.The assumption that factor agglomeration affects the innovation ability of high-tech industry;secondly,the development status of the three stages of high-tech industry innovation ability input,output and transformation,and the development status of each agglomeration factor are analyzed at time and space;then,Firstly,the spatial correlation between elements and innovation ability is tested by Moran index,and then the spatial model of Dubin model(SDM)is determined by LM,Wald,LR and other related tests,and the research hypothesis is empirically analyzed.And the relevant conclusions are drawn.The theoretical research proves that:(1)the innovation ability of each stage of China'shigh-tech industry shows obvious spatial agglomeration characteristics,and the inter-regional innovation ability has positive spatial correlation;(2)labor concentration and scale Agglomeration,talent pooling,technology agglomeration,and tax incentives all contribute to high-tech industry innovation in the region.The development of different stages of force has a positive impact,capital agglomeration has a restraining effect on the innovation and transformation of high-tech industries;(3)policy support and FDI have a restraining effect on the overall innovation ability of China's high-tech industry,because of the purpose of government funds and FDI The difference is that the former focuses on basic application-based R&D,while the latter focuses on interest-based R&D.Finally,the paper puts forward the policy recommendations for improving the innovation ability of high-tech industries according to the research conclusions:(1)optimizing the R&D capital investment structure,reducing the research and development costs,and improving the innovation efficiency;(2)improving the cultivation and management mechanism of innovative talents,and attracting reserve innovative talents.Lay the cornerstone of innovation and development;(3)Establish a platform for high-tech industry innovation,stimulate scale effect,and enhance the core competitiveness of high-tech industries.Finally,the shortcomings of the paper and the next research direction in this field are summarized.
