Human resources is the most important strategic resources to private department with its character of unique and scarcity. Human resources as a system of organization is the key factors, especial to public department. Under the background of government reform, there is more request and challenges to public department, such as the function, the role, the status and the organizational structure of government. The only way to achieve the public department's whole competitive advantage is the highly quality public service personnel. It's the inevitable trend of public management reform which consider the public department human resources from the view of strategic management. So, we need to design the efficiency and reasonable mechanism for public department human resources management to enhance the public productivity and service level.The public department strategic human resources management has emergency as the organization ability that emphasize the transfer of position management from task to employee. It has closely combined the public department human resources management and the public department strategic goal to improve human resources control section management way, to development organization culture, to enhance the organization performance. This article elaborated the connotation, the pattern of public department strategic human resources management and also discussed its strategic formulation as well as the strategic management methods, the technology and mechanism have made the detailed elaboration.
