Covid-19 epidemic has triggered a global pandemic of pneumonia,profoundly changing the global economic and social structure,and posing major challenges to the government’s governance capabilities and governance systems.The community is the basic unit of social governance and the most direct barrier to social risk prevention.Promoting the sinking of prevention and control forces in the community,the coordinated and co-governance of multiple subjects led by party building,and the resolute implementation of various government prevention and control measures have become a key link in my country’s response to emergent public health crises.The transformation of disaster management concepts transforms from passive defense to active response orientation.The process of acquiring the adaptability of the community is exactly the process of constructing resilience.This article embeds collaborative governance into the study of community resilience in the prevention and control of covid-19 epidemic and constructs multiple evaluation dimensions of community resilience capabilities.shows the process of community resilience capacity building based on the embedded collaborative governance.Demonstrate the community resilience capacity building process embedded in collaborative governance,and propose corresponding optimization paths based on the analysis of the plight of the community’s resilience cultivation.According to the connotation of community resilience ability,the constituent elements of the community and the current academic research results,this paper divides the evaluation dimension of community resilience ability into four parts: physical space,organizational structure,cultural environment,and information communication.Based on the establishment of a community resilience assessment framework,this article uses Dalian Workers’ Village community as a typical case to analyze the resilience risk of the community,show the path of collaborative governance embedded in the prevention and control of Covid-19 epidemic,and describe the process of community resilience cultivation.Specifically,first,space control and resource allocation strengthen physical resilience.Secondly,the multi-participation led by party building enhances organizational resilience.Third,education and restoration cultivate the cultural resilience of the community.Finally,collaborative communication builds information resilience.In practice,there are still many difficulties in building community resilience in the prevention and control of Covid-19 epidemic.For example,the resilience of the physical space of the community is restricted by factors such as shortage of funds,lack of emergency management materials,and insufficient human resources.Community risk governance is still dominated by administrative power,and cannot fully release the resilience of community organizations.The lack of a normalized education mechanism in the community has affected the resilience of the community’s cultural environment.The public sharing of community information and the basic work of prevention and control have a low degree of informatization,and information resources have not been fully developed and utilized,which hinders the cultivation of community information resilience.To this end,first,we must strengthen the emergency management plan mechanism and pay attention to the redundant construction of community infrastructure construction.Second,we must build a diversified and equal cooperation platform to create a community of community resilience.The third is to strengthen the normalized publicity and education work mechanism to shape ethics and public order and good customs.The fourth is to empower technology to expand the integration of information resource mining and enhance community information resilience.In the new normal of the epidemic situation,the construction of community resilience capacity still has a long way to go.
