Since the beginning of 2020,the outbreak of COVID-19 virus has had a huge impact on global education. The outbreak of the new coronavirus has had a huge impact on education globally.Since the outbreak, most of the international students in China have been able to learn Chinese only through distance learning due to strict immigration rules in various countries, has led to the emergence of a new form of teaching called "Local internationalization” or “Global Education",allowing learners to develop their own thinking and skills by accessing the culture and communication of other countries without have to travel abroad.Students who received education on colleges and universities, exposed to the cultures of other countries develop their own ability of self-thinking.In order to explore the effects of "local internationalisation" on international students’ online learning of spoken Chinese, this study describes and explains the interaction between learners and the social environment and information based on Vygotsky’s social constructionist teaching theory to develop their own ability and thinking, and discusses the balance between language input and output in the process of language learning in combination with the input and output theory proposed by Krashen. This study uses a mixed research method, using classroom observation, questionnaire and interview methods to conduct an empirical study on Thai students who have learned spoken Chinese remotely online since the outbreak. The results show that,in the context of "local internationalisation",the new teaching mode of online distance learning, although it can ensure that learners can continue to complete their learning tasks in the context of the epidemic "without stopping their studies",has achieved significant importance. However, there are also a number of problems – due to the characteristics of online distance learning in "local internationalization",compared with offline classrooms, the interaction between teachers and students in online classrooms cannot achieve the expected results neither in teaching nor student learning. In the view of these problems, this paper suggests that teachers and students should pay more attention to classroom interaction in oral Chinese class and build a good oral Chinese learning background after class.
