The coal industry is related to national economic security and sustainable development,which is an important guarantee for China's energy supply and national economic development.The open-pit coal mine attracts much attention for its large scale and safe operation.How to improve the production efficiency of the open-pit coal mine and formulate adaptive production decisions according to the market environment are the urgent problems to be solved at present.Therefore,by studying large open-pit coal mine,this paper systematically analyzes the influencing factors and mechanism of input and output decision of open-pit coal mine,and discusses the improvement space and upgrading path of cost reduction and efficiency increase for multi-stage and multiproduct interphase joint production from the efficiency maximization,profit maximization,cost minimization.There are three main conclusions:Firstly,this paper defines the system boundary of the input and output factors of open-pit mines,clarifies the index system and the action mechanism of input and output factors of open pit mines,and incorporates management elements into the extended Cobb-Douglas production function and applies to the input-output model of open-pit coal mine.The study believes that the production activities of open-pit mines are not economical,and the resource allocation of various production factors under the current technology level needs further optimization.The labor,capital,resources and management factors have a significant impact on the output of open-pit coal mine,and the output elasticity of labor factors is the largest,followed by the resource factor,and there is a significant difference between the output elasticity of capital factors and management factors.The management factors of Heidaigou open-pit coal mine have a positive impact on the output of raw coal,while the Haerwusu is opposite.Therefore,the management efficiency of the Haerwusu coal mine should be improved,and such management cost input should be reduced to reduce its negative output elasticity.Secondly,based on the evaluation index system of input and output effectiveness of open-pit mines,the DEA-CCR model is used to measure the input and output efficiency of open pit mines,and the potential of improving the production efficiency is discussed in different scenarios.The study shows that the production efficiency of the open-pit coal mine of Zhunneng company is better,but there is some room for improvement.Among them,the input-output efficiency of Heidaigou open-pit coal mine is DEA effective overall,and the output contribution of labor and resource factor is relatively good,but the input factors have certain redundancy in some years,such as management,environmental and safety cost,and the output potential of raw coal is about 3.04-4.39 million tons.In contrast,the production efficiency of Haerwusu openpit coal mine is DEA weak effective,and the capital,environmental cost and safety cost are well utilized,while labor,resource factor and management cost are largely wasted.The output potential of raw coal is about 2.90-14.71 million tons.Thirdly,the influencing factors of multi-stage operation process in open-pit coal mines are systematically analyzed,and the multi-stage multi-product inter-phase joint production decision-making model for open-pit coal mines is constructed.and then the optimization route of open-pit coal mines is discussed from the two dimensions of cost reduction and benefit improvement.The research shows that under the profit maximization goal,the cumulative net production of raw coal in the Heidaigou openpit mine increased by 6.27 million tons during the inspection period,and the accumulated profit increased by 323 million yuan.The total net output of raw coal in the Haerwusu open-pit mine increased by 7.63 million tons,and the accumulated profit increased by 436 million yuan.While under the goal of minimization costs,the output of raw coal in the Heidaigou open-pit coal mine was reduced by 0.43 million tons,and the cost was reduced by 70 million yuan.The raw coal output of the Haerwusu openpit coal mine has reduced production by 0.73 million tons,and the total cost has decreased by 94 million yuan.Overall,the production decision of open-pit mines is closely related to the changes in supply and demand in the external market,and there is room for Heidaigou and Haerwusu open-pit coal mines to reduce cost and increase efficiency.Through the input-output efficiency evaluation and production decision-making of open-pit coal mines,it helps open-pit coal mines to timely adjust input and output plans according to market changes macroscopically,ensuring the healthy and stable development of open-pit coal mining in China.In addition,it can also guide the openpit coal mine enterprises to optimize their input structure microscopically,and provide scientific basis for the decision-making of open-pit coal mine input and output,thereby improving the decision-making efficiency and operational efficiency of enterprises.The paper includes 43 figures,58 tables,264 references.
