The large-scale enclosed residential mode, arising under the planned economy, have demonstrated irreconcilable contradiction for cities to create smooth traffic system, pleasing street space, clear land property rights, etc. As China's political and economic reform develop further deeper, the negative impact of large-scale enclosed residential areas against urban development has become more and more obvious. On the contrary, the small-grid residential mode emerges following the trend of China's socio-economic development.The transition of residential mode calls for the transition of supporting public facilities arrangement. The"Code of urban Residential Areas Planning & Design"of our country divides public facilities arrangement to such three levels as residential areas, communities and clusters, but in nature, it represents concepts and methods of public facilities arrangement for large-scale enclosed residential mode under planned economy, and this residential mode and facilities arrangement, in many aspects, fail to meet the need of current social development.This paper focuses its study on four aspects of the supporting public facilities for small-grid residential mode: property rights, social management, spatial planning and index system. Firstly, investigation shows that small-grid residential mode facilitates large-sized public facilities arrangement on independent land plots, and clarifies facilities ownership. Secondly, small-grid residential zones match well with such social management mode as management authorities of public facilities in most Chinese residential zones is either residential committees or neighborhood committees,which are responsible for the community building and public facilities'management. Thirdly, small-grid residential zones helps to realize overall spatial layout of public facilities, which improves efficiency with due consideration to fairness. Last but the least, the index system of public facilities under small-grid residential mode shows higher flexibility and achieves higher scale economies.This paper traces, through studies on relevant issues about public facilities for small-grid residential zones, contradictions in current Chinese public facilities arrangement and would like to serve as a push to theoretical and practical exploration in supporting public service facilities as new residential mode emerges.
