This research is one part of the analysis of the mobile offshore platform. The main part of it is the evaluation of the efficiency, ability and risk of the unloading/transport system according to the designing plan and the related datas supported by the design department during the step of technique designing. In the analysis of the efficiency and ability. Firstly, it describes the whole process with the flow chart by analyzing the system constitutes, and it can give the crunodes of the flow chart . At the same time, it analyzes the influencing factors.Secondly, because the exist of the fuzzy and uncertain characters of the system factors and the factors which influencing the system efficiency and ability, this research calculates the efficiency and ability of the whole system with the fuzzy decision-making theory which basing on fuzzy mathematic. And it analyzes the efficiency and ability, then optimizes them with the stochastic serving process theory and the simulation way.In the end, it gives the best constitutes of the system under the different levels of the ocean waves and distances, and the best constitutes which can make the system approach the expected efficiency during the determinative time.In the risk analysis, this paper summarizes the fundamental theories and ways to risk estimate and analysis, finds out the main risk resources by Fault Tree analysis, analysises the main risk sources in detail and classes them with risk evaluation matrix.Risk classes are transformed fuzzy risk values which can be numerical value analyses by the fundamental ways basing on fuzzy mathematic for the risk resources can be easily analysised quantitatively. On the other hand, that risk matrix is analysised and the order of risk degree in every process is given by the way of Principle Component Analyses. The process is found out whose risk degree is great, so this can point out a direction to those practical works.Finally, there are some diagrams(risks distributing) and a few of advices(the ways by which risks are evaded). This paper gives the conclusion: there are not any serious risk sources, and the majority of risk incidents in tables can be avoided by some means or other. The probabilities all possible risk incidents are very small. Even some incident appears it won`t be destructive to the system. So the design of this system is feasible. The plan of the mobile offshore platform is passed in the Risk Estimate.
