Water is one of the most sensitive and restricting factor for the sustainable social and economic development. Especially, In arid and semi-arid zone, water resource has become one of pressing critical problem for economic development and ecosystem conservancy. The connotation of advanced water resources planning is that the virtuous circle of ecosystem should be kept in process of supporting economic society development by water resource development. The rational allocation of Water resource consumption between economic and ecosystem is studied in NingXia province through systematically analyzing the inter-relationship between economic-social-eco-environmental system and water resource with help of integrated model of multiple objective optimization and simulation. The I/0 analysis of regional macroeconomic water resources is a major component for the establishment of water planning and management targets .With an I/0 approach, it is possible to account for both direct and indirect effects on the supply and demand of water resources. The I/0 analysis is an effective method for water resources development and management. The prevailing method of macroeconomic water demand analysis in china is to calculate the direct water consumption coefficients of each sector, then rank these sectors by their coefficients to derive sectoral priorities .the advantage of this approach is simplicity and easy use by decision makers. Its weakness is that it can not reveal the interaction among different economic sectors and does not provide overall and comprehensive conclusions for the marginal effect of the water input of each industry .the I/0 multiplier analysis provides for these aspects. Due to water resource's non-profit peculiarity, the financial input-out sheet of water resource can't be directly constructed unless traditional financial input-output sheet and physical input-output sheet of water resource can be combined. With help of this approach, the characteristics and interrelationship of water utilization in various sectors of economy and the influence on demand and supply of water resource because of industrial structure are studied in macro economy perspective, therefore, the result of water shortage and economy development and its countermeasure are to be put forward.. Virtual water is the water used in the production process of goods and services , as water resource utilization concerned, physical trading actually implies virtual water trading , hence , virtual water trading approach can be suggested to alleviate the water scarcity in arid regions ,based on studying the input/output method , the consumptions of virtual water in Ningxia in 2002 has been calculated and analyzed in a systematic way as a pilot case study., which reflects some difficulties and problems that Ningxia will face once virtual water strategy ,the larger dimension allocation to water resource ,is implemented., this method has broken away from traditional solutions which merely focused on using local water resource, meanwhile, several new suggestions have been put forward for saving water resource in arid regions. Based on the input-output model, the multiple objective analysis model are constructed. Multiple criteria approaches go beyond more restrictive traditional techniques such single objective optimization or goal programming methods, which embody the level of local socioeconomic conditions, ecosystem, agricultural self sufficiency. Due to competition relations among different objectives, it may not be feasible to attain each or all of the management objectives simultaneously. They provide a greater range of information about the tradeoffs between multiple policy objectives and competing resource requirements. In addition, technical analysts and decision makers can interactively explore multiple management alternatives and their effects on the policies and resources utilization. Around the proper objective and scale of ecological environment and with the core task of reasonable utilization of water resources using the techniques of RS and GIS, the paper studies ecological evolution and ecological water demand for the NingXia ,deriving some creative suggestions. After the analysis of ecological significance ,existing ecological conditions and water resources in the watershed is conducted,first,theories relating to ecological evolution and ecological evolution studyis put forward with new ideas of ecological water demand。With the help of PODIUMSim Model, the recommending schemes from multiple objective analysis model are simulated detailedly.,therefore,This Model provides more better schemes of different planning year than multiple objective analysis model does. Under proper principles, the rational allocation of water resource in NingXia will successfully implement.
