Changing constantly adjust our traffic development, vigorously develop modern transport industry, Arterial highway network is the basis for integrated transport hub systems, it is the main way to transport development and regional economic development, we should give full play to the communication functions and convergence of arterial highway in an integrated transport system in the region. Currently, there are many highway transport contradiction between supply and demand imbalance, and arterial highway network functions are weak, which restricts the development of national economy, comprehensive evaluation of highway network planning and scientific decision-making is one of the most efficient means of key to ease the contradiction. Therefore, the use of scientific methods of the merits of the arterial highway network plan reasonable and effective evaluation is the main basis for judging highway network planning scientific decision-making.Firstly, contact the development of modern highway transport industry background, analyzes the problems facing China’s current arterial highway network, as well as summarizes the research status evaluation of highway network planning related to domestic and foreign, identify problems, and at this stage of Highway Network Planning and Evaluation theory of the system described. Secondly, the use of target decomposition method, from a technical, economic, environmental and social assessment four angles of the road network planning common representation targets preliminary selection, combined with the principle of arterial highway network planning and evaluation should be followed, using the smallest independent variable fuzzy clustering method combines qualitative analysis of the index system to do a screening and improvement, the establishment of multi-level evaluation system arterial highway network planning, and evaluation index quantifies and gives evaluation criteria.Then the extension theory into the arterial highway network planning and evaluation, new theories attempt to extension index weights theory simple correlation function method and information entropy theory, entropy method with determination, evaluate the program level, evaluation index, index as a matter element value, determined classical field, festival field, using elementary correlation function to calculate various indicators on the degree of correlation evaluation level, to establish a arterial highway network planning comprehensive evaluation model and the C computer language computerization. Finally, examples of new ideas in this paper is verified, the results show that the model can accurately evaluate the program to your level and degree level programs tend to the other, it can make a objective assessment for highway network planning and provide a scientific basis for the planning and adjustment direction.
