The energy efficiency of energy system in large-scale public buildings is relatively low in China. The electricity consumption of central air conditioning system in public buildings is 10-20 times more than the standard value described in"Design Standard for Energy Efficiency of Public Buildings". It is considered that the situation of energy consumtion of public buildings in China run in lower load-carrying, unreasonable operation and higher thermal comfortable requirement, etc. This dissertation focuses on the energy efficiency management of existing large-scale public buildings, firstly designed a new energy efficiency supervision system for government office buildings and large-scale public buildings in China, then described energy efficiency diagnosis and energy consumption evaluation technological system, finally provided a powerful theoretical basis and technology support system for building energy efficiency especially for large-scale public building energy efficiency in China.Based on institutional economics theory, and according to the energy consumption reality and characteristics, energy efficiency supervision system composed of five basic systems which are energy consumption statistics, energy audit, energy-efficiency publicity, energy consumption ration and price raising for over ration for large-scale public buildings was designed on the principle of the combination of market and government. The implementing effect of this system in the demonstration region all over China for less than one year was also analyzed.Through central air conditioning system energy efficiency diagnosis analysis of two commercial buildings, an energy efficiency diagnosis model whose nodes were composed of equipment and system energy efficiency indices was built. Then the relationship between operation parameters and energy saving rate of three main energy consumption equipments in the central air conditioning system was analyzed by use of energy consumption simulation software"Energyplus". It could be concluded that there exists a linear relationship between chiller's COP and system energy saving rate, and the pump has a very great potential when its operation efficiency is lower than 50%.Post and prediction evaluation theory was adopted for the large-scale public buildings system energy consumption evaluation system creation. A post evaluation model was built based on general theory of statistics. And a two-step forecast evaluation model was built based on Back-Propagation Artificial Neural Network by use of METLAB Neural Network Toolbox.By means of four factors influencing building system energy consumption analysis, an energy saving quantity evaluation model for large-scale public buildings was created considering indoor thermal environment correction, meteorology correction, load correction and operation time correction.
