The water resource is seriously shortage in LiaoNing province , the total amount of average water resource has been 34.179 billion m3 for many years, the occupation rate of per capita is only 1/3 of the average national level. At present, the water resource that is already developed accounts for 67% of the usable total amount, the potentiality to be exploited of the other basin has been already very limited except the Yalu River basin and the LiaoDong coast various rivers basin. The shortage of water resources and water pollution has increasingly became serious threat to food security, and restricted the sustainable development of the agricultural economy.The agricultural water occupies 61% of the total water consumption, the irrigation area uses the massive agricultural water. There are 9 large-scale irrigation area in LiaoNing provine, effective irrigation area is 357,000 hm2. The traditional irrigation management mode, make the limited water resource unable to get rational utilization, have caused the water resource wasting greatly. In order to further improve water resource management level, promote the water resource management from"experience"to"scientific", it is necessary to research a system with information management, analysis, inquiring, searching, storing, real-time monitoring and decision support function.To scientific manage water resource, on the basis of understanding basic situation of irrigated area of Liaoning Province, using GIS, RS, computer module and computer modelling technology, design the management information system of irrigated area. The core of system is the irrigation area management database, Based on the object-oriented method, design the irrigation area basic database and the auxiliary database. The basic database describes the geography characteristic of the irrigation area, the structure of irrigation and drainage system, the structure of the organization manages. The auxiliary database is used for assisting and supporting basic database, including irrigation area reservoir database, hydrology database, social economy database and so on."The irrigation management information system"is composed of the management information system, the irrigation area support decision system and the irrigation area strobe monitor system.
