When the wheel of history pulled into the 1930s, various uncertain factors make the world situation change and unpredict. Promoted by the Japan’s ambition of expanding, the strategic situation of the whole East Asia and the Pacific Rim is gradually coming toward the edge of collapse. The ancient China, after nearly a century of exploration, still staggered on the road of defending itself. Although a seemingly modern democracy of the republic of China has been set up more than 20 years, everything in sight still seems too difficult to change.After the fall in China’s northeast, Japanese army marched the north China again, and then crucially marched to the area of Shanghai. From the northeast to the north, from the east to the middle, everywhere in China was broken, and people suffered from a bitter life. On the occasion of national subjugation, under the pressure from both inside and outside, the kuomintang had to give up the policy of "communist suppression", and built an anti-japanese national united front with the communist party of China. In this context, the shensi-kansu-ningsia border region raised at this historic moment.In the brutal war, kuomintang pervades precarious anxiety, because of the political corruption and people’s livelihood which continues in depression. However, in the remote and wild northern Shanxi, under the leadership of the CPC Ningxia Border faction presented a different scene. The local community in the economic dimension, the political dimension, the value dimensions and structural dimensions undergoing profound changes, a backward feudal society is steady progress toward a new democratic society.This paper taking the social transformation of the shensi-kansu-ningsia border region as the research object, combs its history, experience and achievements, and analyzes the reasons of local social development and changes. The success of the communist party of China in shensi-kansu-ningsia border region is the result of China’s long-term revolution and an embodiment of the universal truth of Marxism as well as the success of Marxism road with Chinese characteristics. After the building of the communist party of China, Chinese leaders stick to explore the way that combines Marxism with the Chinese evolution practice. With the continuous maturity of the communist party of China, Marxism takes root in Chinese society.Under the guidance of Marxism, the communist party of China eliminates constraint of various factors, leading to liberation and development of productivity by adjusting the production relations; promotes political democratization process, improves the participation enthusiasm of the public, thus establishing a democratic coalition government that beyond class; transforms the local backward ideology, establishes new-democratic society value systems, and fosters a good social atmosphere; breaks the barriers to social mobility, establishes a equal and efficient public order and enhances the vitality of society.In the period of yanan, the communist party of China actively promotes the process of "dialogue" between Marxism and Chinese cultures. In this process, new culture and traditional culture encourage each other and gradually condense into a powerful force.This kind of force continuously overcomes the resistance of the stale factors, as a result, the shensi-kansu-ningsia border region gains a comprehensive development, lighting a hope for the liberation of Chinese nation. The development of the society of the shensi-kansu-ningsia border region is the source of the development of socialism with Chinese characteristics. It provides the reference for the construction of socialism for those backward non-capitalist countries.and causes a wave of Marxist localization in the international communist movement.
