Research On The Cooperation Governance Of Cross-border Public Crisis In China

In order to comply with the actual situation of the development of economic and domesticsocial in the21st century, the cooperation governance of cross-border in our country is graduallyrising. At present the researches on the governance of public crisis in our country are mostlyfocuses on the public health event (e.g., global infectious diseases and natural disasters (such asthe weather south snow disaster) and other social public crisis events which have serious effectson the public health and life. The study of accidents disasters and social security incidents aresmall relatively. Therefore, this article set about the major events types of the public crisis fromabove and proposed a new a new idea to establish the cooperation governance of cross-borderpublic crises.This article is divided into six parts and based on the holistic governance theory, crisisdecision making theory and other related theories, by listing the impact of China’s recent yearsoccurred larger cross-border public crisis events which across the provinces and municipalitiesdirectly under the central government, trying to seek theoretical support from the perspective ofcross-border governance in domestic and international and to summarize the current situation ofthe practice of cross-border public crises governance in our country.Analyzing the governance ofcross-border public crisis events from government, enterprises, non-profit organizations,community, media and the public individual by using the method of case analysis, content analysismethod and summarizing the questions of the cooperation governance in the cross-border publiccrises process, such as the lack of related legal system, the positions of multi-agent are clear, theparticipation is too low and the cooperation mechanisms is not perfect between various governance subjects. Then through the combined activities by government and other socialorganizations in " the dead pig event of Huagpu river " analyzing the successful experience inpublic crisis governance of cross-border aspects in our country, analyzing the reasons of thesequestions. According to the experience of analysis for the governance of China’s futurecross-border crisis, we constructs a new path of the government as the main body, a plurality ofadministrative regions cross-border cooperation and the government, NGOs and government, andother paths of friendly cooperation between enterprises and non-profit organizations, the path ofgovernment led, community, public participation, cooperation governance under governmentcontrolled and media to participate.
