Researcher On Urban Ethnic Affairs Governance From The Perspective Of Synergistic Governance

Urban ethnic work is related to the two major situations of urban work and ethnic work,and it is important to do a good job in urban ethnic work to promote the modernization of urban governance and the comprehensive construction of a modern socialist country.With the increasing connection between cities and ethnic minority areas,more and more ethnic minority people are seeking a better life in cities,which brings vitality to cities but also brings a series of management problems.The expansion of the field of urban ethnic work,the diversification of objects,the multitude of tasks and the far-reaching impact have objectively put forward higher requirements for the good governance of urban ethnic affairs,and the traditional fragmented,commanding and single-department competent management of ethnic affairs is no longer well adapted to the development of urban ethnic work.In the practice of urban ethnic affairs governance in Beilun District for more than ten years,with the general goal of “Chinese ethnic groups are one family,and build the Chinese dream with one heart”,Beilun District has actively carried out the construction of “four micro” standards,innovated the “five-in-one” synergistic mechanism,and continuously improved the level of urban ethnic minority services and management,to create a new pattern of “co-construction,co-management and sharing” of ethnic affairs,and Beilun has made good achievements and become a "Zhejiang model" of urban ethnic work.Summarizing the practices and experiences of urban ethnic affairs governance in Beilun District is conducive to enhancing the capacity of urban ethnic affairs governance in the new era.On the basis of clarifying the concept of ethnic affairs governance and constructing the theoretical model of collaborative urban ethnic affairs governance,this thesis firstly puts forward the basic situation and problems faced by urban ethnic affairs governance in China.Then takes Beilun District of Ningbo as an example,analyzes the main practices and achievements of collaborative urban ethnic affairs governance,and summarizes the basic experience of collaborative ethnic affairs governance in Beilun District.Finally,we propose six paths to optimize the collaborative governance of urban ethnic affairs,including improving the organizational network system,deepening the development of multiple subjects,improving the operation guarantee mechanism,promoting digital and intelligent governance,improving the grassroots governance capacity and creating a good atmosphere for governance.It also provides an outlook on the research directions for further collaborative governance of urban ethnic affairs,with a view to providing references for improving the level of urban ethnic minority services management,maintaining and developing socialist ethnic relations of equality,unity,mutual assistance and harmony,and enhancing the modernization capacity of urban ethnic affairs governance.
