Research On The Reform Of Management System Of Chinese Health Qigong Societies From The Perspective Of Good Governance

After entering the new century, health Qigong, as an emerging physical sports event, set off an upsurge in our country, which attributes to the vigorous promotion of The Health Qigong Administration Center and Chinese Health Qigong Association. Compared with 10 years ago,the number of the health Qigong fans and activity sites for these fans has accomplished a qualitative leap. However, the rapid development of health Qigong cannot cover up the shortcomings of administrative system of health Qigong associations. With so much malpractice existing in these health Qigong associations nowadays, this paper introduces the Idea of Good Governance to propel the reform of health Qigong association’s system, aiming to convert the government-dominant model in the “dual administration” system of these associations, to forge a new model with the cooperated administration of government, market and associations, and finally to achieve the sustainable development of the health Qigong.This paper adopts literature review method, questionnaire survey, mathematical statistics,field survey and logical analysis to analyze the developing conditions of the health Qigong.Therefore, with the combination of the Idea of Good Governance, I will come up with some solutions for the problem existing in the administration of health Qigong associations in order to promote the healthy development of the health Qigong.The main conclusions are as follows:1.Some defects exist in the governance mechanism of the Chinese Health Qigong Association, such as unclear responsibilities in association’s internal organizational structure,aging personnel, and some person holding several posts simultaneously.2.There is a serious dependent relationship between the Chinese Health Qigong Association and the Health Qigong Management Center while the former is just one of the tools of implementing power for the latter.3.Grassroots communities of Health Qigong are not developed in balance, and large gap exists in the numbers of trainers, sites, and instructors in different areas. In addition, the survey results show that the level of GDP is an indirect factor that affects the development of the Basic Health Qigong community, which embodies that the development of Health Qigong in areas with the higher level of economic development is much better than those with the lower one.4.Due to the lack of perfect Health Qigong promotion system, the abuse of promotion method and the waste of resources can be found in the promotion process.5.With no perfect laws or regulations of Chinese Health Qigong system, the healthy development of Health Qigong exercise could not be fully assured.6.Without enough supervisory system of Grassroots Health Qigong communities, thegovernment has attached too much importance to registration rather than management,which causes the confusion of internal management in some communities, the low efficiency in office, and possibilities for illegal Qigong community to swoop in.7.The audience’s age structure of Health Qigong is not balanced, and neither is its urban and rural distribution. According to the survey results, Health Qigong audience are more in the middle and old age than young age, and its urban and rural development levels are quite different. The fitness environment and atmosphere in urban areas are rather better than those in rural areas.
