As an organization,University has the organization characteristics and distinctive structural features. Through the investigation we can see that, university organizations have a variety of attributes. The academic attribute is the essential attribute of university organization, and department layer attribute is non essential attributes derived in the academic attribute in the service process. So taking the academic research and teaching knowledge is the minimum requirement and basic social mission of university existing as a academic organization.The university organizational structure is composed of two parts of academic organization structure and management structure. The academic organizational structure is the core structure of university organization, and faculty is an important academic organization formation in the evolution of western university academic organization structure.In the historical process of nearly a thousand years, faculty has experienced the process of change and adjustment from origin to the development, from reform to further development. Today, faculty is still an important academic organization of numerous Western University, and faculty system is still the important structure of academic organization form and management mode of the University of the west.Chinese university formed the academic organizational structure mode is different from the University of the West in the long-term development process. In the higher education internationalization, popularization and information technology background and rapid social change China era of external environment, the college system as main China university academic organization structure and management mode exposes many problems and shortcomings, especially the administrative power and academic power relations imbalances inside the university has become the main problems restricting effect and lifting and connotation of China university quality development. Both the national continual will to promote the reform of education system, or the trend of interdisciplinary research continued strengthening, or the university interior continuously asked for academic freedom voices, are required Chinese university to carry out the reform and innovation in the academic organizational reform as the core reform and innovation. From the beginning of this century, drawing the world’s advanced university experience and practice, Chinese part of research or comprehensive university has launched the reform of faculty system to further stimulate the academic organization innovation of internal force of vitality, to promote academic integration, to enhance the level of training of academic research ability and talent, and to highlight the purpose of academic freedom.This paper uses case study method to present and analyze university faculty system reform practice of three different types of university. On the basis of this, from three aspects of academic support, types and paths of faculty system reform, the paper analyzed and deconstructed the Chinese University Faculty System Reform on the theoretical level. Finally based on the perspective of a third party and subjective judgment, the paper analyzed and reflected achievements and existing problems of faculty system reform. Put forward the academic freedom, humanism and efficient management is the three university faculty system reform theory supports; Faculty of types can be divided into two categories and three types, namely, from the organization characteristic of the division for administrative organizations and academic organizations in two categories, from the organizational structure and power type of division of the entity type faculty, virtual type faculty,real and imaginary combination of three types of faculty; There are mainly three paths of comprehensive reform, partial reform and pilot reform. Faculty system reform results mainly embodies in four aspects of further demonstrating the academic power, overcoming the subject divided too small, improving management efficiency and changing the talent training model. Due to facing such obstacles in the process of the reform as that the supporting policies are not perfect, the school management system is not smooth, cadres and teachers do not support, resulted that there still exist many problems and puzzles in the current faculty reform, and mainly embodies such six aspects as that whether the faculty system reform is necessary,whether the setting of faculty is reasonable, whether the function orientation of the faculty is accurate, whether the hierarchical structure of faculty is appropriate, whether the organization structure of faculty is reasonable, and whether the operation mechanism of faculty is improvement.Although there is coexistence of pros and cons,gains and losses during Chinese University Faculty System Reform, the correct attitude towards this important reform that related university organizational structure and management system should be: conforming to the world trend of development of higher education, grasping the opportunities relating to Chinese higher education comprehensive reform, being with the world’s advanced university as an example, being good at discovering problems and deficiencies, being good at learning experience and practice, promoting the faculty system reform toward the health right direction. The future of Chinese University Faculty System Reform should not only reflect the University as the nature of academic organization, but also adapt to the flat development trend of modern management, more coordinate with the construction of modern university system with Chinese characteristics. Namely the faculty established after China university faculty system is not only the model of organizational structure that can fully embody the university academic freedom, professor security research and democratic and efficient management, but also the university internal governance system design to meet the needs of the modernization of Chinese social governance ability.
