On The Reform Of The University Administration Organization

With the rapid development of higher education and the deepening reform of higher education, the relationship between the modern university and the society developed closer ties, which made the university facing extremely complex environment and severe challenges. Since the university should stand to the academic attribute, hold the academic mission, and improve the flexibility and adaptability of survival and development in the changing environment, it’s necessary to change the university organization. The university administration organizaton as the important part of the university organization, experienced maladjusted problems and contradictions in the university operation, which made the change imperative.Based on the modern theory of administrative organization, employing the contingency theory and the open system theory comprehensively, with focus on the organization change, it establised the theoretical analytical framework of university administration organization, such as "the open system of university administration organizationâ†'the macroscopical and microcosmical system environment of university administration organizationâ†'the relationship between the variables of university administration organization". On the basis, it also built the variable relationship model of such three elements affecting university administration organization as the university attribute, university-running efficiency and the administration system of higher education. Then, with the research methods of historical investigation, comparison between China and foreign countries, and empirical analysis, it analyzed the relationship between three elements and university administration organization, explored the problems of university administration organization, and also suggested the change path of university administration organization.From the historical evolution of university administration organization home and abroad, its development was changing with the extention of university function. The university adminstration organization was experiencing founding, differentiation, integration and innovation. The changing relationship between university organization and the external environment was the inner logic of university administration organization changing evolution, which played its role by the university attribute, university-running efficiency and the administration system of higher education.The university administration organization was closely related with the university attribute, and there was an interactive relationship between changing of university attribute and the reform of university organization structure. The structural establishment was the external reflection of university attribute, whose core value of operation demonstrated the essential attribute of university. What kind of attribute location of university, decided its administration organization structure. While, to a great extent, the organization idea, power allocation, operation model affected the university organization attribute. In the relationship evolution of modern university attribute and university administratin organization, it formulated several kinds of relaitonship model of university attribute and universityadministration organization structure.There existed mutual influence and restriction between university-running efficiency and university administration organization. Different efficiency goals resulted in different university administration organization structure, whose existence was the prerequisite of improving university-running efficiency. The operation efficiency of university administration organization affected the efficiency of university organization. Taking the provincial colleges and universities in Shandong, by analyzing the university-running efficiency with the DEA method, the result showed that there was a negative correlation relationship between the number of administration organization and university-running efficiency within a certain range.There also lay close relationship between university macroscopical external and microcosmical internal administration system and university administration organization structure. A certain administratin system restricted the principle of structural establishment and the establishment way; moreover, a certain structural establishment affected the role of administration system. Consequently, the reform of higher education administration system caused the change of university administration organization structure, and the adjustment of university administration organization structure would promote the change of higher education administration system and mechanism. And, the university internal administratin system affected the structural establishment of university administration organization directly.From university attribute, university-running efficiency and higher education administration system, it brought both positive and negative effects on univeristy administration organization. When the influencing factors restricted university administratin organization structure, it would produce a lot of problems in the aspects of idea, design and function of university administraion organization. With domination of administration attribute, it led to the imbalance of administration organization and academic organization; with ignorance of university-running efficiency, it brought about the problems of structural imbalance and unclear responsibilities; with the centralized structure of higher education administration system, it caused lack of power balance, democratic supervision and auxiliary service sectors. All the problems made the university administration organization deviate from its organization essence, and its management failure. Hence, it needed to change the university administration organization by the following measures. From the perspective of university attribute return, it should innovate the idea of university administration organization; under the guidance of efficiency, it should optimize university administration organization structure; within the changing environment of higher education administration system, it should reshape the university administration organization structure model.
