As an important antidumping complaint and the largest import country in the world, theinfluence of the US’s antidumping complaint is also great. The data about its antidumping casesis more accessible, therefore it is not only significant, but also is feasible to analyzecharacteristics of the U.S. anti-dumping complaint cases and scientifically, comprehensively,accurately assess the trade effects of the U.S.’s antidumping complaint. The objectives of theexisting study on trade effect of antidumping action are relatively fragmented and asystematic,therefore, This dissertation focuses on the empirical analysis on comprehensive and systematictrade effects of the U.S. antidumping complaint.Firstly, from five aspects of the number of complaint cases, the target countries, thecomplainant industry, settlement characteristics, and the amount involved, the analysis on thecharacteristics of U.S. antidumping complaint case from1990to2011year found that thenumber of case have declined, but the antidumping settlement still is more stringent, so thesituation about the U.S. antidumping complaint is still grim.Secondly, based the existing studies and the characteristics of U.S. antidumping complaintcase, the paper analyzes the trade effects of the US antidumping complaint from1991to2011by building dynamic panel data, which include trade destruction effect, trade diversion effect,trade diversion effect, and the chilling effect.The analysis results of trade destruction effect show: antidumping complaint in the U.S.has strong trade destruction effect. Imposition of antidumping duties decrease the value andquantity of the products involved, but increase the price of that to a certain extent; U.S.antidumping complaint have also the harassment effect, while the negative settlement lead thedecrease in import; destruction effects are significant differences among countries andindustries, while the greatest impact of the U.S. antidumping measures on imports of theproduct involved happen to China, Japan, India, Italy, and metal industry.The analysis results of trade diversion effect show: the U.S. antidumping complaintgenerate no trade diversion effect but market diversion effect, because the U.S. antidumpingmeasures don’t increase the import from the non-involved countries but increase their share of import, and thus the US antidumping complaint have the better protective effect on theirdomestic industries; However, it is found that imports of non-involved countries have declinedfor the U.S. antidumping complaint against Japan and three industries of chemicals, base metalsand electromechanical equipment.The analysis results of trade deflection effect for China show: U.S. antidumping measuresagainst China have trade deflection effect, as U.S. antidumping measures will lead to the exportof China’s products involved to other markets with a little increase in value, quantity and price,but the effect have very strong lag; however, antidumping in base metal industry have largerdeflection effect.The analysis results of chilling effect for China show: US antidumping investigation inmeasures did not have a negative impact on its total imports, so US antidumping complaintshave no chilling effect.Finally, on the basis of the empirical analysis, the dissertation sum up enlightenment of theU.S. antidumping complaint to China, and provide suggestion for China to makecountermeasure to the U.S. antidumping.
