The composite system constituted by Energy, Environment, Economy(3E system) are closelyrelated to human production and life.Coordinated development of Energy, Environment, Economysystem is not only the fundamental guarantee for the sustainable development of human economy andsociety, but also an effective way to alleviate the energy crisis and environmental pollution. Yixing city,which is the triangle center of Shanghai, Ningbo, Hangzhou city,is the industrial place of developedeconomy and trade. In2010,the competitive force of Yixing economy lies at the ninth place during allcountries, and the GDP of the city exceeds800billion. Yixing city is in line with the concept that “to bethe best place for living, to have the best environment, to have the most coordinated development. Itspurpose is to promot the development of its transformation.But at present, uncertainty factors ofinfluence on the economic development of Yixing are increasing, the contradiction among the energyconsumption, environmental protection and economic growth is highlighting. How to realize thecoordinated development of3E system and constant optimization of the industrial structure becomes aproblem that needs a urgent solution. Thus, coordinated development and industrial structureoptimization problems of3E system need to be studied, and based on this, the organization control on3E system of Yixing is also needed, it’s to make the system converse from disorder to order andachieve the collaborative state. All off these have the importance of theoretical value and practicalsignificance.Through studying on coordinated development and industrial structure optimization of Yixing3Esystem, the purpose of the study is to clear the present situation of Yixing3E system and analyzeindustrial structure evolution of Yixing city, its industrial structure evolution is to be mastered. Then themodel of industrial structure optimization based on coordinated development of3E system isconstructed,and then some solutions on Yixing industrial structure optimization are put forward.All ofthese are trying to rich the theory of coordinated development of3E, improve the theory of industrialstructure optimization, and provide direction for the adjustment of industrial structure for Yixing city.Then it can provide basis for exploring and making strategies and policies that is conducive to thecoordinated development of3E system and promote industrial structure optimization. The detailresearches and contents of the paper are as follows:(1) The paper analyzes the status of coordinated development and industrial structure developmentof Yixing3E system. Through comparative analysis, the problems in3E system development and industrial structure development are also found.(2) The measurement and warn model for the level of the coordinated development of the Yixing3E system is built, and it is also analyzed. The measurement index system of3E system Coordinationdevelopment level with regard to Yixin city was designed, the method of principal component analysisto measure the comprehensive development level of the child systems respectively in the3E systemwas proposed, based on varying rate of the comprehensive development level of each child system, themeasurement function of pairwise child system coordination development was established, relying onthis foundation the model to measure the coordination development level of3E system was presentedand this model was finally utilized to calculate the coordination development level of3E system inrecent years in terms of Yinxin city.The conclusion is as follows: the coordination development level of3E system in Yixin city was enhanced continuously during the term of2005to2009.The warn indicatorsystem of coordinated development level of Yixing3E system is built, and AHP method is used todetermine the warning indicators’ weight. Then the warn measurement model for coordinateddevelopment level of3E system is build based on he idea of vector angle, and though the model, warnanalysis on coordinated development level of3E system is conducted, at last,the results shows that thewarn value on coordinated development level of Yixing3E system decreased during the term of2005to2009year.(3) The industrial structure evolution and the relation between industrial structure and3E systemare analyzed. Though analysis of Yixing industrial structure evolution process since reform andopening up, gradual characteristic and evolution discipline of Yixing industrial structure evolutionprocess is mastered.GM(1,1) model based on wavelet decomposition is established, and though usingthis model, the changes on industry trends of Yixing three industries are predicted, it lays thefoundation for the Analysis on evolution trends of Yixing industrial structure and establishment of theindustrial structure optimization model. Though gray relational analysis technique, the dynamicassociation analysis model between three industries of Yixing and energy system, environmentalsystem is established, its emphasis is to analyze the relationship between the output of three industriesin Yixing city and the key indicators on energy and environment.(4)This paper builds3E system industrial structure optimization model based on the coordinateddevelopment constraints and the industrial structure optimization program of Yixing City. Throughthree dimensions of Optimal resource allocation,to maximize economic benefits and the3E system tocoordinate the development starting to clear Yixing City industrial structure optimization goals.Analysis of energy, labor, investment in fixed assets, land, environmental factors such as the impact ofthe industrial structure, and establishing industrial structure optimization constraints. Establishing of Gray dynamic programming model on the basis of the analysis of the industrial structure optimizationgoals and constraints, and the the Yixing industrial structure optimization model,this paper goes onpredictive analysis of the main index value of planning model by gray prediction model, and applicateof SPSS software to calculate the optimization of the industrial structure of the "Twelfth Five-Year"period in Yixing.The optimization results show that: in accordance with the concept of coordinateddevelopment of3E system, Yixing three industries output value structure can adjust from4.5:55.5:40in2010to the3.85:47.1:49.05in2015.(5) The ways to promote the coordinated development and industrial structure optimization areprovided, it’s as follows:1) An efficient energy management system should be established tostrengthen the energy conservation management;2) Ecological construction and environmentalprotection should be Strengthened to increase the level of environmental protection;3)The securitypolicy system and regulation mechanisms on coordinated development of3E system should beestablished to promote the coordinated development of the3E system;4) The optimization of theindustrial structure should be promoted to promote economic restructure and upgrade.
