Asian Development Bank (ADB) had put forward the economic developmentalidea of inclusive growth in2007. This idea emphasized that all countries should havean equal opportunity of economic growth. Meanwhile, the governments should paymore attention to construction of social justice, poverty reduction and the protectionof the natural environment. In2011, Comrade Hu Jintao deepened the inclusivegrowth into inclusive development in Boao Asia BBS. He emphasized economicdevelopment to benefit social vulnerable groups and less developed countries toachieve social fairness and justice, the people’s common prosperity and personaloriented development.Base on the historical background and core concepts of inclusive development,the author had put forward the proposition to study tourism development model inthe perspective of inclusive in minority areas. The core of this question stressed thatin the tourism development, the scenic spot should carry out dual-track paralleldevelopment pattern of economy and society in order to promote the development oftourism economy with quality. The core content of this idea is that the governmentmust to guide the average chance by the top design, to guarantee the speak right ofthe residents in the tourism community by the policies, to support the tourism relatedenterprises to become stronger and do the social welfare well and to lead the NGOsand tourists to take participate in the construction of social environment to realize theinclusive development.Based on the related academic achievements and according to the basic theoriesand theoretical analysis framework, the author designs the model to express aboveidea. This model is constructed by six aspects: government-led equal development opportunities, corporate benefit sharing mechanism construction, consummatingspeaking rights system of farmers, actively play a role of civic organizations,advocacy of tourists to participate in community construction, attaching greatimportance to the inclusiveness of tourism environment and top designing theharmonious development systems. To verify the scientific and practical level of thismodel, the author adopts the survey methods of international and domestic casestudies.In the contrastive analysis, the author used case analysis and literature materialmethod to research two typical tourism countries: India and Thailand. The studyfound that the India government started from the inclusiveness of system designingto guide the participation of social power, especially enterprises. Moreover, the Indiagovernment guaranteed the speaking rights of vulnerable groups in accordance withthe law. The Thailand government encouraged civil organizations and tourists toparticipate in the scenic area development. These policies had a positive role topromote the development of economy and society at the same time in ethnicmountainous area in the Thailand.After that, the author investigated three typical tourism development scenicspots in Guizhou minority area. The first survey was based on the field research toknow the basic situations. The study found that the design of theory model was notaccord with the characteristics of the local tourism development and could not guidethe actual work well. Therefore, the author revised the theoretical model andproposed three operate models at the theoretical level on the basis of tourism arealife cycle. Therefore, the author revised the theoretical model and put forward threetypes of operable models. They were production participating, all peopleparticipating and decision participating models. Based on these models, the authordesigned the index systems and questionnaires to check out the match degree of these models. At last, the study outcomes showed that there were still some problemsin those index systems. So the author revised the index systems. To find out the keypolicies on constructing the inclusive development of the tourism industry ofgovernmental works in Guizhou minority area, the author used the principalcomponent analysis method on the questionnaires.According to the verifications, the author pointed out two meanings: on thetheoretical contribution, the author interprets the theory root of tourism developmentin the perspective of the inclusive. The inclusive development theory system is firstapplied in ethnic minority areas to explore and research of tourism developmentpattern. Also, he puts forward and the fixes the basic theoretical model in theperspective of inclusive to perfect the theory system of the tourism development.The other is how to promote the development of the tourism economy with quality inGuizhou minority areas. This doctoral dissertation provides some new suggestions.Finally, this doctoral dissertation had such conclusion: in order to promote theeconomic and social development in Guizhou poor minority mountain scenic area,we must consider the characteristics of tourism area life cycle and rely on theguiding and supporting of government policies to encourage the different power ofsociety to participate in and create better tourism development environment.Therefore, in order to realize the inclusive development of tourism in minorityarea, we should do the following several aspects work well:1) analyzing the tourismdestination life cycle right and making inclusive development plans well;2) makingscientific tourism development policy system and building the atmosphere ofequality of development opportunities;3) supporting related enterprises to growstronger and vigorously develop social public welfare;4) improving the speakingrights of vulnerable groups in scenic areas and doing a good job in good governanceat the local level;5) cultivating citizens groups developing soil and encouraging various civil organizations to play a role;6) guiding the enterprise and local residentsto interact with visitors with the incentives to encourage the tourists to participate inthe development of the scenic spot;7) basing on the standard systems of rewards andpunishments to promote the sustainable development of scenic environment.
