Many new subjects of mobilization theory are enhanced in the wake of severalfrequent emergencies and the rapid development of information technology. Informationindustry mobilization is one of those areas which need urgent studies. In this dissertation Idedicate to the research of capability for information industry mobilization from asystematic angle. On the basis of the recent advances in mobilization capability anddynamic capability,the general conception and intension of capability for informationindustry mobilization has been illuminated. Through the research achievement ofcomponent parts of capability for information industry mobilization, the evaluation systemof capability for information industry mobilization is given according to the fuzzyclustering analytic methods. The quantitative research of capability for information industrymobilization is put forward using Fuzzy Multi-Attribute Decision Making. The mainresearch content could be summarized as follows:Firstly, the related theory of the mobilization ability under the background ofinformation warfare is systematically summarized and induced, mainly including the basictheory and experience of information warfare and the national information security, theconcept of information industry and the development process and regularity of informationindustry, the basic theory of mobilization ability, the above content laid a theoreticalfoundation for the research of the paper.Secondly, the connotation of information industry mobilization, the network, thecenter and the capability of information industry mobilization are defined. The paperAnalyzes the concept, classification and characteristics of information industrymobilization, and then discusses the implementation pattern and the system construction ofthe information industry mobilization. As the one important part of the implementationpattern for information industry mobilization, information industry mobilization networkand its core node (information industry mobilization center) are planned and designed: theanalysis of concept, role, objectives and constraints for the information industrymobilization network, the basic characteristics and construction of information industrymobilization network; the function, principle and strategy of establishment of informationindustry mobilization center. Finally, through the analysis of the front three concepts, theposition for the capability of information industry mobilization is expounded from two aspects of mobilization capability and dynamic capability, showing the interdisciplinarycharacteristics of the capability of information industry mobilization. And the concept andcharacteristics of the capability of information industry mobilization are analyzed.Thirdly, through the analysis of ability elements and combined with the characteristicsof the capability of information industry mobilization, the preselected indicators under thenetwork environment is given to study. Considering the fuzzy uncertainty of the indicators,this paper, by using the fuzzy cluster analysis on the preselected indicators, and ultimatelydetermine a reasonable evaluation index system of the capability of information industrymobilization. The index system includes five first-level indicators and20secondaryindexes: the capability of command and control, the capability of organization construction,the capability of prediction scheme construction, the capability of informatizationcomprehensive, the basic comprehension capability.Fourthly, Using the method of fuzzy multi-attribute decision making studies theevaluation model of the capacity of the information industry mobilization. First, from thegeneral process of multi-attribute evaluation designs a complete evaluation flowchart of thecapacity the information industry mobilization. Then, according to the four cases forevaluation value, namely real numbers, interval numbers, triangular fuzzy numbers andthree mixed data types, step by step, the TOPSIS method, gray correlation method, grayrelation projection method are established based on these four types. The evaluationprinciples and evaluation steps of these methods are described in detail. Among them, inorder to reduce the subjective influence of evaluation, the paper chooses the method fordetermining the objective weight based on coefficient of variationFifthly, an empirical evaluation of nine cities in Shandong province informationindustry mobilization ability is made. In view of the characteristics of the actual evaluationdata, choosing the TOPSIS method, grey correlation method, grey relation projectionmethod based on mixed data types get the information industry mobilization ability level ofthe nine cities, and these methods are compared; The three method failed to agree accordingto the steps of the flowchart, using the Borda method, Condorcet function and Copelandfunction the sort results are assembled, finally achieved a consistent results.
