Research On Fiscal Expenditure Performance Evaluation Of Mineral Resources Sustainable Development

Mineral resources are part of the natural resources. It is the essential material basis of the survival and development of human society. As the significant component of the sustainable development of human economic society, sustainable development of mineral resources has gained great concern from all sectors of society, which plays significant practical role in resource-oriented regions. Because of the existence of "market failure", it is impossible to realize sustainable development of mineral resources merely relying on the strength of the market; therefore, financial fund is required to get involved. To evaluate scientifically the expenditure benefits of sustainable development of the Inner Mongolia’s financial mineral resources is not only the summary of relevant expenses of the center’s and the municipality’s sustainable development of mineral resources, but the necessary requirement of adjusting further the policy orientation of the center and the municipality and strengthening financial fund effects. Taking the performance study of sustainable development of mineral resources with financial support as the principal line, this essay analyzes theoretically its effect mechanisms and realization route. Based on this, empirical analysis and comprehensive assessment of performance were also conducted. The study not only could enrich the performance theory of sustainable development of mineral resources with financial support, but could further the understanding of the influences of finance on sustainable development of mineral resources, which could provide support and basis for the decisions of enlarging financial investment, optimizing the structure of financial expenditures by related departments.This essay illustrates relevant theories of sustainable development of mineral resources with financial support, analyzes the factors that could affect the sustainable development of mineral resources and studies the mechanism of financial expenditure getting involved in the sustainable development of mineral resources. It has been demonstrated through theoretical analysis that there are two types of factors that could affect the sustainable development of mineral resources, i.e. natural factor and social factor. Fiscal policy is an important social factor that could affect the sustainable development of mineral resources. The influencing mechanisms of financial expenditure on sustainable development of mineral resources are mainly reflected in enhancing mineral resource exploration levels, involving in governance of mine geological environment, promoting realization of mining recycling economy as well as accelerating transformation of resource-oriented regions.Then, through the review of the exploration and utilization of mineral resources in Inner Mongolia, transformation of resource-oriented cities and the conditions of Inner Mongolia’s expenditures of sustainable development of mineral resources with financial support as well as its performance evaluation, this essay has established the framework of expenditure performance evaluation index system of the sustainable development of financial mineral resources based on logic model. Based on this, Data Envelopment Analysis (DEA) is adopted to conduct empirical analysis on the performance of the sustainable development of natural resources with financial support of25provinces and cities, focusing mainly on the expenditure performance of the sustainable development of mineral resources with financial support in Inner Mongolia. The empirical analysis shows that non-DEA of sustainable development of mineral resources with Inner Mongolia’s financial support is valid, without investment redundancy, but with output insufficiency; the focus of further amelioration is to increase forest coverage rate, the rate of multipurpose utilization of industrial solid wastes, i.e. to enhance the efficiency of environment enhancement; meanwhile, it should also be paid attention to adjust further economic structure, increase the proportion of tertiary industry, improve employment rate and to enhance enterprise innovation ability. From the aspect of returns of scale, the return of scale in Inner Mongolia is decreasing, i.e. though increase of expenditure of the sustainable development of fiscal mineral resources could increase the output, the increase range of output is less than the increase range of expenditure; therefore, while increasing the expenditure efficiency sustainable development of fiscal mineral resources, Inner Mongolia shall lay emphasis on improving the output.Finally, on the basis of theoretical and empirical analysis, this essay summarizes the major factors that affect the sustainable development of mineral resources in Inner Mongolia as well as the urgency of expenditure performances of sustainable development of fiscal mineral resources in Inner Mongolia, and puts forward the policies and suggestions of increasing the performances of sustainable development of Inner Mongolia’s mineral resources with financial support.
