| New-form industrialization, new-form urbanization and new-form agricultural modernization (abbrev.three-ization) is three strategics of socialist modernization construction of21st Century in China.Coordination of three-ization is the new task of sustainable development in this new era, is also the realisticchoice of promoting regional economic development steadily forward and urban-regional comprehensivedevelopment. Construction of economic region has become an inevitable trend as a result of thedevelopment of the country’s multi-centered economies, which is also an important support for the strategyof spatial development in each province. Zhongyuan Economic Region is one of the traditional agriculturalareas and its coupling effect of resource, environment, economic and society is very complicated, so theproblem of three-ization coordination development in this region is very important and representative. TheState Council’s guidance on speeding up the construction of Zhongyuan Economic Region, issued onSeptember28,2011, clearly proposed that coordinating three-ization is the main strategic theme. With thedevelopment strategic of Rise of Central China, Development of the Main Functional Areas in China,Construction of Zhongyuan Economic Region, the process of new-form urbanization will be quicken andmany problems will be appeared in every field. Therefore, on the basis of urban-regional system integrationtheory studying the three-ization coordination status is important to ensure national food security andpromote the rise of Central Plains Regions and Henan Province.From the connotation explanation of three-ization and the purpose of serving regional economic andsocial development, based on the relative theories of urban geography, economic geography, regionaleconomics and urban planning, through the methods of combination of theoretical research and empiricalanalysis, this paper gives an in-depth study on three-ization coordination development under theperspective of urban-regional system integrated development. Under the analysis framework ofurban-regional integration, it firstly analyzes the current characteristics and problems of three-izationcoordination development, secondly explores the inherent mechanism of coordinated operations ofthree-ization, thirdly evaluates the status level of three-ization coordination, and finally puts forward theorganizational paths and optimization ways of three-ization in Zhongyuan Economic Region. Mainconclusions are as follows: （1）Based on urban-regional integration theory, new-form industrialization, new-form urbanizationand new-form agricultural modernization is interrelated and mutually, the cooperation and collaboration ofthree-ization can promote the integrated operation of urban-regional system, and coordinating three-izationdevelopment is a social systematic project. The core-city is the leading and engine which acts as thefunction of promoting regional economic growth, technological progress and innovation development, andits industrialization achievements provide the high-tech, productive resources and agricultural tools fornew-form agricultural modernization, provide chain power, urban construction funds and employmentcapacity for new-form urbanization. Various substances, energy, and information elements from core-citywhich provide strong regional driving function and groups’ radiation function by the multiplier andtrickle-down effect from urban to suburban and rural. The majority of the rural matrix platform makes basicindemnification such as land, resources, environment, ecology and other aspects for new-form urbanization,industrialization, and makes the capacity of urban growth ability and overall function of urbanagglomeration more powerful.（2）Through the basic status evaluation of three-ization in Zhongyuan Economic Region by relativemodels, the conclusions are as follows:①The coordination development level of new-form industrialization,new-urbanization, and new agricultural modernization has shown improvement but in different degreesince1995. The coordination development level of new industrialization has shown waved change before2002and steady growth after2002. The coordination development level of new-form urbanization hasshown “first slow and rapid recently†growth trend, and elevates quickly after2005. The coordinationdevelopment level of new-form agricultural modernization has shown continuous improvement except1997, and elevates quickly as a big stride. From the spatial pattern of three-ization, the new-formindustrialization and new-form urbanization has similar structural features. Specifically, Zhengzhou, Jiyuanis located in high level area, the second and third level cities are concentrated in the northwest of the wholeregions and surrounded by high level areas, the low level cities are distributed in southeast of the wholeregion and form a wide range of low rolling region. The overall distribution pattern has shown“northwest-southeast†variation pattern. From the spatial pattern of new-form agricultural modernization,the cites of the latter kind are overwhelmingly dominant and form a wide range of low rolling region, thehigh level areas are small and located near to Zhengzhou and Jiyuan, the overall distribution pattern is extremely unbalanced and the partial is different.②The coordination level of new-industrialization andnew-form urbanization has shown waved growth status, it grows steadily from1995to1997, declinesfluctuant from1998to2004, and evaluates fluctuant after2005as a big stride. The coordination level ofnew-form urbanization and new agricultural modernization is in a fluctuant decline from1995to2006, andin a quick improvement trend after2006. The coordination level of new-form industrialization andnew-form agricultural modernization is in slow growth status from1995to1998, in a fluctuant declinestatus from1999to2004, in a waved improvement trend from2005to2011, and recently improves quickly.From the perspective of spatial distribution pattern, the Class II and Class I cites are occupied inoverwhelming areas and form a wide range of continuous rolling region, the Class V and Class IV isZhongzhou, Jiyuan, the Class III cites are not enough and in a very scattered distribution status.③Theoverall coordination level of three-ization has shown fluctuant improvement status, which is in a slowgrowth status from1995to1998, and in a fluctuant decline from1999to2004, in a waved improvementtrend from2005to2011, and improves quickly after1999. From the spatial pattern of three-ization, theoverall status is similar to the double-ization, but the Class II and Class I cites are enlarged and distributedin a wide range.（3）Based on explanation the mutual mechanism of three-ization coupling, this paper gives a statusevaluation of couple level of three-ization in Zhongyuan Economic Region, the conclusions are as follows:①From coupling status of urban and urban, the number and rank of urban system hierarchy structure is notreasonable, the rank-size structure of urban system is in middle stage and far away the ideal status, thefunctional-type structure of urban system in a low development status, the spatial distribution structure is ina good status but needs further optimization.②From the coupling status of urban and industry, theindustrial structure and its internal structure is gradually optimized. The industrial agglomerationconstruction has achieved remarkable achievements, but still faces the problems of undertaking industrialtransfer, regulatory upgrades and other aspects. The industrial structure deviation degree from the idealstate is quite different, the second industry is largest, the first industry is larger, the third industry iscommon. Overall, the growth addition of urban rate is in a quick improvement status, but thecomprehensive level is still behind the level of industrialization and the proportion of industrial structure inthe same period.③From the coupling status of urban and region, the core-city’s radiating capacity is not strong, the radiating scope of core-sector is not wide, and the spatial affected comprehensive scope of citydowntown is not balanced.④From the coupling status of urban and rural, the development level ofurban-rural construction grows quickly and achieves series of achievements, but the income gap betweenurban and rural areas is still large and unbalanced in spatial distribution pattern.④From the couplingstatus of economic system, social system and resource environment system, the comprehensive couplingcoordination index is in a good growth status from0.3770to0.5467. It shows that the resource-environment system suffers some damages to some extent in this stage, but the overall coordination is in abetter growth trend.（4）The future trend status of three-ization can be found by VAR model as follows: The three-izationhas the mutually co-integrated relation, the new-form industrialization and new-form urbanization hasmutually granger reasons, which has the mutual development relation. The new-form agriculturalmodernization is not the granger reason of new-form urbanization and new-form industrialization, thenew-form urbanization and new-form industrialization is the granger reason of new-form agriculturalmodernization. The improvement of new-form agricultural modernization level doesn’t have obvious effecton new-form urbanization and new-form industrialization, the improvement of new-form industrializationlevel doesn’t have continuance of positive role in boosting, even can weaken the development capability ofnew-form agricultural modernization.（5）Based on analytical framework of urban-regional system integration, according to the statusevaluation results, this paper puts forward the optimization organization paths of Zhongyuan EconomicRegion:①According to the basic evaluation results, the promoting strategy pathway of three-izationcoordination development made by government should be considered from time and space perspective.②According to the couple status results, the optimization organization of three-ization coordinationdevelopment should persist in new-form urbanization leading, integrate the functional organization ofurban system, strengthen the radiating capacity of core-city and core-sector, promote the coordination ofurban-industry, coordinate the urban-rural development, promote the sustainable development of economicsystem, social system and resource-environment. From the urban system integration, it is important toimprove the competitive force of Zhengbian Integration Region, construct Zhengbian Metropolitan Area,form modern urban system structure of five grades and central plains’ features. In this paper, research features and innovations can be concluded as follows:（1）Based on urban-regional system theory, this paper gives an in-depth mechanism explanation ofthree-ization, and proposes the urban-regional organization pathway of Zhongyuan Economic Region. Itcan fetch up some lack of coordination organizational researches, also can provide some theory supportingfor regional coordination development.（2）This paper proposes the multi-dimensions analytical framework. On the one hand, comprehensiveanalysis paradigm of three-ization basic status is proposed from the singe-ization, double-ization andthree-ization. On the other hand, the coupling coordination status is proposed from urban and urban, urbanand industry, urban and region, urban and rural, economic-social-resource environment. In addition, thetrend analysis is calculated by VAR model, the regulatory objectives and priorities, organization path-wayis proposed to coordinate the three-ization development in Zhongyuan Economic Region.
