Research On Technology Innovation System Of Garment Industry Cluster In Zhongyuan Economic Region

Building central economic Region is an important economic strategy. With theimplementing of the strategy， Henan Province has got a rare opportunity fordevelopment. As the center of development of the Central Plains Economic Region，Henan has become the first choice for garment industry development with uniquegeographical advantages and rich industrial resources. Therefore analyzing Henangarment industry cluster is with large practical significance. In this article， the status ofHenan clothing industry cluster and its technological innovation are as starting points，after analyzing the cluster environment and technological innovation， we builtinnovation environment index system and technological innovation capability indexsystem. Then we analyze the mechanism of cluster innovation environment fortechnology innovation， researching technology innovation capability mechanism，finally we got approaches to enhance the technological innovation capability for garmentindustry clusters. This topic is in close connection with the current situation of economicdevelopment as well as regional differences and characteristics of the industry. Weexpand cluster innovation environment index system and technological innovationcapability index system to more than three indicators to get accurate and comprehensiveresults. This study shows that the level of technological innovation of garment industrycluster has no dominant competitive advantage; industrial chain of clusters is relativelycomplete， and certain suppliers and supporting industries are with competitiveadvantages，but the brand needs to be further improved; the investment in human capitalare with not enough emphasis， and the quality of cooperation and division of labor arenot high， so that the garment industry is difficult to climb the high end of the valuechain. Therefore， the government should be supporting appropriate policies andregulations to guide and support the industry cluster area to establish R&D centers， technical service centers and other organizations; the cooperation and competition shouldbe handled correctly within clusters to enhance industrial cluster effect and improvebrand value; a training mechanism should also be established to enhance theeffectiveness of human resources and to create our own brand in the international market.The results of this study are with certain inspiration and reference value to relevantgovernment departments and the garment industry in Henan， and it is so to otherindustries in the Central Plains Economic Area.
