Study On The Efficiency And Influence Factors Of State-owned Forest Resources Allocation In Heilongjiang Province

As one of the most important state owned forest area of China, Heilongjiang stated owned forest area bear many tasks like the national ecological security, strategic raw material output. Since state-owned forest as a renewable resource in the long run, Heilongjiang stated-owned area has made great contribution to national economic construction and social development, but because of the large perennial harvesting, great reduction of forest resources, recoverable resources have decreased year by year, comes into the resources crisis, economic crisis "two danger" dilemma, ecological environment security is severely threatened. To solve this problem fundamentally, we need to carry out scientific research on the state owned forest resources. State owned forest resources protection and rational allocation has important significance to promote the sustainable development of state-owned forest area in Heilongjiang province and the coordinated development of social economy and ecological environment. Therefore, based on the present distribution of spatial pattern of forest resources, forest resources to meet the natural distribution and resource and environmental constraints as the premise, to meet the national economic and social development of the forest resources ecological, economic demand as the goal, to realize the reasonable allocation of forest resources by various ways, so that forest resources could be able to maximize the social and economic development objective to realize the strategic requirements, ecological, economic and social benefits fully. Based on this, this paper has important value and significance to Heilongjiang province to study factors and the efficiency of the state-owned forest resources allocation effect.This paper used several doctrines, say, the sustainable forest management theory, resource allocation theory, resource economics theory and the welfare economics theory of sustainable utilization of forest resources to elaborated state-owned forest resource allocation in Heilongjiang province and elaborated state-owned forest resources concept, characteristics, objectives, principles and main range; from the angle of the state-owned forest resources allocation subject, there is a detailed analysis of the status of Heilongjiang province state-owned forest resource allocation, from the view of the allocation subjects, there are government, market and individual, result shows that state-owned forest resources in Heilongjiang Province has many shortcomings in the configuration between industry, space and time, the specific performance of industrial structure is not reasonable, the uneven spatial distribution, forest structure and age structure is extremely unreasonable; On the basis of descriptive analysis to the factors of state-owned forest resources allocation of Heilongjiang Province, Delphi method was used to select the influence factors on the dimension of screening, we constructed the Heilongjiang state-owned forest resources evaluation index system. we also used the method of multiple regression analysis on Influencing Factors of significant, here we come to the conclusion that the most significant factors which decide the allocation of the state-owned forest resources in Heilongjiang the province includes GDP per capita, the forest coverage rate, forest tending area and forest area. one of the accomplishment of this paper also includes that we establish the evaluation system of Heilongjiang state owned forest resource efficiency, by using the DEA method, Malmquist index method to evaluate both vertically and horizontally to the resource allocation efficiency of Heilongjiang stated-owned forest area, we draw the following conclusions:the allocation efficiency of state-owned forest in Heilongjiang province showed an increasing trend in the overall perspective, Hailin, Muleng, Heli, Qinghe and Dailing Experimental Bureau’s configuration level is relatively high, and the35Forestry Bureau DEA invalid were analyzed and suggestions on the improvement are made; the average annual growth rate of overall TFP is7.1%, technical progress and technical efficiency made great contribution to the TFP growth, but the lowering tendency negate the positive impact brought by the technological improvement. Finally, the paper recreate the new targets of the Heilongjiang province state-owned forest resource allocation from ecological, economic and social aspects, scientific selection of configuration, optimizing time and space allocation, to improve the external environment could be efficient strategies.
