Research On The Planning Strategies Oriented To Knowledge City

In the knowledge economy development stage, the regional advantage ofresources and the role of transportation have been weakened, while the ability of―knowledge-based development" has become the primary driving force foreconomic and social development. Knowledge City (KC) is―a city that purposefullydesigned to encourage the nurturing of knowledge‖, an urban development conceptadapt to knowledge society and knowledge economy. Since2002the concept of KCproposed as a new urban development mode, more and more cities identifythemselves as knowledge cities, or have strategic plans to become knowledge cities.KC will become the urban development goals of Chinese cities in21st century.KC’s construction in China is a huge challenge from theory to practice. Makingfully preparations for KC’s theory is helpful to make vis ionary strategic plan andarrangements under the guidance of scientific theory, line with international practice,seek new ideas and path of KC’s development. This paper studies KC’s theory,practice and construction strategy in order to promote the orderly development ofKC’s construction and improve the knowledge sharing, innovation, applicationability of Chinese cities.There is only about ten years since the concept of KC proposed, the theoreticalresearch on KC has just begun. Therefore, establishing a completely theoreticalsystem of KC is the foundation of KC’s consturction. This paper first analyzes therelation of knowledge and urban development, combs KC’s three cognitive basis(knowledge society, knowledge economy and cities knowledge capital). Thenanalyzes and summarizes the common features, types and main development modelof foreign KCs. On these basis, expounds the KC’s concept， characteristics,theoretical connotation， framework elements and evolution stages, analyzes theKC’s evaluation criteria, proposed an evaluation indicator system of KC.In order to carring out the KC’s construction in China, we need analyzes thebasic elements of Chinese cities. Based on the analysis, this paper considers thatChina’s regional central cities are qualified to give priority to the transition to acompetitive KC. Then selectes20regional central cities as the mother cities that cantransform into knowledge city, and evaluates and analys is the KC’s realiztion degreeof the20cities. According to the index divides20cities into4types–knowledge-spillover cities, knowledge-intensive cities, knowledge-rich cities andknowledg-lack cities, and proposes its short and long term development goals. Thenproposes the countermeasures for the transformation to KCs from the macro leveland urban planning level. On the basis of KC’s theoretical system, systematically proposed general strategies that includes manage city, share knowledge, createknowledge and apply knowledge. Then proposed urban planning strategies of KC’sconstruction which includes networked special structure, intelligent urban traffic,knowledgeable public space, popularization of knowledge infrastructure andconstruct knowledge innovation zone.
