Development of bio-industry (some literature called "biotechnology industry") hasreceived unprecedented attention in the world, and some scientists have predicted thatthe21st century is the biological century. Europe and other developed countries, inrecent years, are on the high priority given to the development of bio-industry, havingdeveloped long-term planning, increasing investment, strengthening cooperation, andtrying to occupy each Highlands area of biotechnology. In the early period of the"Eleventh Five-Year", China has put the bio-industry as key development areas, and theNational Development and Reform Commission has been given high priority in policy.During the "Twelfth Five-Year" period, China will adopt a series of measures toaccelerate the bio-industry by leaps and bounds. In this context, the study and evaluationof the bio-industry innovation and development, has important theoretical and practicalsignificance. In this paper, provincial biological industry is analyzed with the followingfive aspects of research, in order to enrich the regional bio-industry innovation capabilityevaluation theory and for the development of bio-industry practice by providinginspiration recommendations.First, the status of biological industrial innovation was analyzed based on SectoralSystems of Innovation approach. Sectoral Systems of Innovation approach should beanalyzed in three dimensions from industry knowledge and technology industries, themain innovation and networks, industrial systems and policies. Based on this approach,we study knowledge and technology from the field of bio-industrial, industrialinnovation and innovation networks body structure, industrial systems and policies todescribe our bio-industry, and give the function and internal and external driving force ofChina’s biological industry.Second, the regional biotechnology industry innovation ability evaluation indexsystem was built by using the Delphi method. First, the bio-industry content was definedand the scope of bio-industry was described. Secondly, with the state regulations and theneeds of society, bio-industry innovation ability evaluation indicators were designedfrom the industrial innovation environment, personnel and technical support, the statusof industrial innovation, industrial innovation vitality (potential) and other aspects. Andbased on Chinese Center for Biotechnology Development platform, we designed thequestionnaire and select Expert to build and improve regional bio-industry innovationcapability evaluation index system by using the Delphi method.Third, we study the applicability of studies to further demonstrate thereasonableness of the proposed index system by using fuzzy Borda count method todemonstrate the biological industry innovation ability evaluation index system consistency. The applicability is that the indicator system has a greater degree ofinherent response evaluation objects, a greater degree of object-oriented objectiveevaluation, and able to errors and risk assessment of the maximum degree of reductionwhen it was used. This paper does study the applicability of bio-industry innovationcapability evaluation index system by using the fuzzy mathematical methods, and theresult is that the proposed index system is applicable.Fourth, we measured the supportive of biological industry to regional economy byusing variable weight theory methods. The supportive of Bio-industry to the regionaleconomy includes two aspects. One is the development of regional-scale bio-industry,and the other is output and contribution of regional bio-industry. Both are irreplaceable.This paper introduces variable weight theory to construct scale bio-industry developmentindicators and output indicators for evaluating the contribution of bio-industry researchto the regional economy.Finally, we analyzed the development mechanisms of bio-industry by using systemdynamics method (SD). Bio-industry innovation and development is a complex system.In this section, we take Hebei Province bio-industry for example, giving the bio-industrydevelopment goals, border bio-industry system, the main development variables andintroduce system dynamics approach to study and simulate bio-industry developmentand Dynamic Mechanisms in Hebei Province in order to explore the development ofbio-industry path and development initiatives.
