China’s household registration system can restrain urbanization of population migration and solve the current problem of city population concentration. However, after the long-term analysis on dual structure in the cities and countrysides, there will appear problems after transformation into advanced growth model in which production and consumption interact with each other. In fact, after Asian financial crisis, China realized economic growth strategy by the way of brisking up domestic needs. However, domestic needs are not enough to pull economic growth, which leads to the fact that urbanization can not continue its further development.The situation in Korea is that people excessively concentrate in metropolis, which causes many side effects including housing, road and environment, etc., as well as diverse social problems. As a result, it is necessary to strengthen urban plot ratio to gradually solve existing problems. Hindering population migration is the social problem worthy of long-term consideration. China should refer to urbanization experience of Korea, that with the increasing urban plot ration, the problems of population migration should be solved gradually to promote urban policy.The concept of internalization and the ethic of balanced development are different. During the early period, Korea took political elements into consideration without considering the difference between above two concepts, which led to an absolute mess. However, in my view, internationalization should be the first element to be considered rather than the concept of realizing balanced development. Free Economic Zone and Free Trade Zone are established by misusing internationalization and balanced development because the difference between the two concepts are not understood. Development without aim loses its original significance. Thus, it is necessary for Korea to research and analyze China’s policy, the strategy of urban megalopolises adopted by the socialist country.Most China’s development zones near metropolis tend to be subsistence development. Laying near metropolis provides the new district with the opportunities of using metropolitan industry to support services and of establishing industry infrastructures, living quarters and business zones in the new district, which relives urban employment pressure and population pressure.Otherwise, Korean new district is established to mitigate the problem of population concentration in Seoul but is still lacking in subsistence development. The establishment of new district in Korea is highly dependent on Seoul and the cost of maintaining all requirements of new district will increase, which increases the waste of government finance. From the case of China’s urbanization, the development is not only to disperse population but also to scatter functional resources in cities. Reasonable dispersion and sharing of diverse problems and responsibilities in new and old districts, which maximizes social resources and quickens the establishment of new district.The framework of the dissertation is as follows:Chapter 1: General Introduction. Introduction mainly talks about the background, the purpose and the significance of the paper, briefly summarizes domestic and overseas research trend, sets up the research thought and the research method of the paper and points out the innovation.Chapter 2: Concept and Development Stages of Urbanization. This chapter is the theoretical basis of the thesis. The professional features such as, demography, sociology, geography, economics and others of urbanization concept will be analyzed here. Based on the development of global population, this chapter will interpret three city types, metropolis, medium-sized city and small town, and three development stages. The first stage is metropolis, the second stage is Polarization Reversal, and the third stage is counter urbanization. With reference to relevant materials of urbanization in different countries and residential incomes, the analysis is mainly focused on that if the incomes of the residence of the cities at the same development level is reasonable.Chapter 3: Comparison of Urbanization Backgrounds of China and Korea. This chapter interprets the differences of urbanization development between China and Korea and points out the differences from perspectives of economics, society, environmental changes and urbanization development of China and Korea. From the perspective of China, the backgrounds include early-stage urbanization, unsteady urbanization, lag phrase of urbanization, village industrialization, urbanization after development, land reform oriented urbanization and rapid urbanization, and combine the relevant main urbanization policies(small town strategy, the tenth five-year plan, the eleventh five-year plan, the twelfth five-year plan).Chapter 4: Comparison of Urbanization Problems of China and Korea. This chapter focuses on the problems of dense population, transportation, land, housing shortage, environmental pollution and the unplanned development. Combining the typical cases of urbanization development in other countries, this chapter will conduct comparative differential analysis about the social problems caused by residence system and rural migrant workers in cities in China, and the traffic congestion, parking difficulties, financial profligacy and infrastructure shortage in the development of cities in Korea.Chapter 5: Solutions to Urbanization Problems of China and Korea. Against the problems proposed in chapter four, this chapter will put forward solutions to the problems of dense population, transportation, environment problems and housing shortage, and analyze the current situations of the city types, sustainable development strategy and metropolis plan and present development directions of the two countries.
