The development and utilization of nuclear energy, is one the greatest scientific research achievements of human in the 20th century. Initially, the development of nuclear energy was only for military purposes, such as the well-known atomic bombs, hydrogen bombs and the nuclear submarine, etc. As the continuous improvement and progress made in the nuclear technology, humans have transferred the nuclear energy for civilian use and have been able to successfully use nuclear energy for power generation. After decades of development, the nuclear power technology has been upgraded from generation Ⅰ to generation Ⅲ, and the generation IV nuclear power technology is also actively under research and experiment. At present, nuclear power is now considered as a highly efficient and clean energy, and being accepted and adopted by more and more countries.Traditional nuclear power countries such as the United States, France, Russia and emerging nuclear power countries such as South Korea, constantly improve and enhance the competitiveness of their nuclear power technology generation Ⅲ, at the same time, they also speed up the construction of domestic nuclear power plants, and actively explore the international nuclear power market. They have already set up detailed nuclear power plants exportation policies to guide and support their countries’ nuclear power technology and equipment going abroad, to expand their international market share.China’s nuclear power technology has experienced a process of importation, digestion, absorption and re-innovation. Through the accumulation of experience and practice in the last decades, China currently has mastered the mature nuclear power technologies, especially the development of generation Ⅲ nuclear power technology with independent intellectual property rights. China pays great attention to the construction of the country’s nuclear power plants, and at the same time, China needs to speed up the nuclear power going out of the country. How to seize the important opportunity of nuclear power development around the world, and improve its competitiveness in the high-tech field such as nuclear power, and increase the export of Chinese technologies, equipment, standards, services, management, to enhance its international image, become more and more urgent. At present, the party and state leaders have been fully aware of the significance and importance of "going global" of nuclear power, and promote Chinese nuclear power technology and equipment of on many international occasions. Thus, nuclear power "going global" has been considered as a national strategy.Relevant government departments, enterprises and other parties related with the exportation of nuclear power have published their comments and opinions since the concept of nuclear power "going global" strategy has been put forward. Nuclear power companies are doing their uttermost to go abroad, and even a serious internal competition appears among them. However, systemic and in-depth analysis and research about it is seldom to find, such as what are the advantages and disadvantages of Chinese nuclear power? Which technology, brand and product should be the priority for exportation? How to go global? What result we want to achieve? What is the division of responsibilities for the parties involved? Therefore, our country needs to accelerate accomplishing and enhancing the specific content of nuclear power "going global" strategy, aiming at supplying guidance for nuclear power exportation, and guarantee the safe and correct implementation of the strategy. That is the research purpose of this dissertation.On the basis of theory and practice of nuclear power "going global" strategy, with emphasis on the problem analysis, according to the principle of combining theory with practice, by using historical analysis and logic analysis, the macro and micro analysis, empirical analysis and normative analysis, case analysis and empirical analysis, international comparison analysis, internal and external analysis, this dissertation make systematic analysis and research of the development history and exportation experience of nuclear power of United States, France, Russia, South Korea, Canada, Japan, make objective assessment of China’s nuclear power capability, and also theoretically analyzes the formation process of the concept of nuclear power "going global". Then, this dissertation uses the SWOT-PEST model to analyze the strengths, weaknesses, opportunities and challenges of Chinese nuclear power in-depth, as well as compare the several patterns of going global.The research achievements of this dissertation mainly lies in that the complete content of nuclear power "going global" strategy was proposed for the first time, and according to the strategy, detailed countermeasures and suggestions on the implementation of it are also analyzed. These are very valuable for the theory research and practice of nuclear power going global.Generally speaking, "going global" strategy of Chinese nuclear power should be a complete system, not just a noun or a definition. It should cover the specific content, such as the goals to achieve, the implementation method, the main body of strategy implementation, main brands and products for exportation, etc. Based on these, the responsibilities of government departments, enterprises and other related parties could be defined, and specific work for each party could be dispatched and organized scientifically. Only the integrity of the content, scientific nature and operability of nuclear power "going global" strategy could be guaranteed, then China can finally succeed in nuclear power exportation, and gain fruitful results in the international market.
