Research On The New Energy Development In China

Energy is an important support of modern economy and a significant basis for thesurvival and development of humankind，and it plays an indispensable role in promoting theeconomic and social development. Ever since the industrialization energy，with fossil as themain fuel，such as coal，oil，natural gas，etc. turns to be the material basis for the survivalof human society. With the raid economic development and fast population growth，thedemand for energy grows larger and larger，energy consumption increases substantially，andthe traditional energy resources decline day by day，which can not meet the needs of nationaleconomic development. Besides，ecological environment deterioration caused by energyconsumption becomes increasingly evident. With more and more attention paid to the carbondioxide emission，the future energy use is also impacted by the external pressure. Under suchcircumstance，China is badly in need of new energy to satisfy the increasingly growingdemands for energy consumption，in addition， it can reduce the greenhouse gas emissionand construct environmentally friendly country. At present，the contradiction betweengrowing shortage of traditional fossil energy and active demand for energy in social andeconomic development turns to be much sharper. If the current energy consumption structurecan not be changed， and the diversification of energy supply can not be accelerated，thesustainable and healthy development of the society and economy will be severely limited bythe non-renewable traditional fossil energy. Besides，energy shortage and energy reliancetrend in China will not be improved. If we do not pay attention to the effective developmentof new energy，the security problem of energy in China will not be solved fundamentally.Just as what Cheng Siwei said， the previous three industrial revolutions in the world wereguided by the steamer，electric power and computer， while the fourth industrial revolutionwould be led by the new energy. China was late for the previous three revolutions，and inthe fourth revolution, we shall not lag behind. However，when we see from the currentdevelopment of China s new energy，although certain achievements have been made，we findit is still difficult to explore into the sustainable development path of new energy, thedevelopment of new energy still has a long way to go. China must seize the opportunity ofnew energy and China s revitalization and rising to develop new energy，make achievementsin new energy, do well in new energy，solve the problems concerning new energy，eliminateenergy security problems， and allow economy to enjoy the rapid development under thedrive of new energy economy.New energy consists of solar energy，wind energy，biomass energy，geothermal energy，ocean energy，tidal energy， nuclear energy，shale gas，hydrogen energy， etc.China s new energy resources are relatively abundant，under such practical context，the rapiddevelopment of new energy will be of great strategic significance for improving nationalenergy security and environment. At first，new energy can replace the traditional fossilenergy， make up for the shortages of petroleum and natural gas，increase the energysupply，satisfy the energy demand and guarantee the energy security. Secondly，the extensiveapplication of new energy will be favorable for changing the energy structure dominated bycoal, petroleum and natural gas， reducing the greenhouse gas emission and atmosphericpollution brought by the utilization of fossil energy.As for the development of new energy，China shares the common start point with thedeveloped countries. Meanwhile， China has its unique national conditions in resourceconstitution，economic situation and technological level. Therefore，for the development ofnew energy industry，measures shall be adjusted to the local conditions, new energyindustrial development strategy with Chinese characteristics shall be confirmed.New energy industry is an emerging industry reflecting the national strategy， which isof great significance in the long-term sustainable economic development， as well as itsdominance in the international industrial competition. China s new energy industry is still inthe primary stage，meanwhile，it is a significant field of international industrial competition，as well as the field of rapid industrial technology development. These features of thedevelopment of new energy industry determine that different strategies from other industriesshall be selected.The director of expert consultation committee of National Energy Commission ZhangGuobao pointed out in the Annual Meeting of China Development Forum on March22，2014that China has already become the world s largest energy producing country andconsumption country. After decades of efforts，the diversified energy producing andsupplying system dominated by coal，electric power，petroleum，natural gas and assisted bynew energy and renewable energy sources has been formed. However，at present，China senergy consumption has already entered the rapid growth stage. As a result，the contradictionbetween supply and demand of energy represented by the petroleum and natural gas turn tobe more and more evident，import volume grows constantly，energy has already become thebottleneck restraining the economic development of China. Therefore，China shall adjust theenergy consumption structure，improve energy utilization efficiency，develop new energyeffectively，establish energy system dominated by new energy and renewable energysources，reduce the carbon emission，promote the sustainable economic development and guarantee the energy security.Progressive study and analysis of China s new energy development strategy isconducted in such international economic，political and energy context，as well as therealistic conditions and strategic opportunities of China s energy. This paper consists mainlyof nine chapters. Chapter one is introduction, it is reflection from such perspectives as theenergy politics，energy security and rising of China，the purpose and significance of topic areillustrated from environmental protection，low-carbon economy，economic development，energy structure and innovation of theoretical system， the cutting-in point is selectedeffectively from the domestic and foreign research summary. Chapter two is about thetheoretical foundation, studies are conducted from the connotation of new energy andrenewable energy sources， strategic significance of developing new energy，Harbert energytheory，economic growth theory，life cycle theory，authority transition theory，authoritytransfer theory， China dream theory and sustainable development theory, the mainboundary of new energy in this study is defined. Chapter three is about the history of energydevelopment. The new age and new opportunities of new energy and China s revitalizationare proposed through four-stage studies of energy history， meanwhile， the futuredevelopment trend and characteristics of energy are summarized，combed and studied.Chapter four is about the domestic and foreign new energy policy，in which laws，policies，main contents，evolution process of American and European new energy，as well as China snew energy policy progress are analyzed. Chapter five is about the current status andproblems of new energy in China，the development status and existing problems of China snew energy are analyzed. Chapter six is about the strategy analysis of new energydevelopment in the perspective of efficiency. Through data mining，modeling is conductedfor new energy from different dimensionalities，empirical analysis is conducted for theresults. Chapter seven is about the game analysis of China s new energy developmentstrategy and it is concluded from the game analysis of different energy exporting andimporting counties that energy，especially new energy，must be cooperated rather thanconfronted. Chapter eight is about the suggestions and countermeasures for new energydevelopment strategy， in which explicit， scientific， reasonable and specific policysuggestions are provided from the macroscopic policies and microscopic industries. Chapternine is about the conclusion and expectation. The paper achieves theoretical innovation andresearch method innovation.Based on the demands of research thinking and research contents， various researchmethods are adopted for satisfying the individuality requirements of research problems，for instance，the combination of normative research and empirical analysis，combination ofcomprehensive analysis and typical research， combination of microanalysis andmacro-illustration, combination of qualitative analysis and quantitative analysis，combinationof theoretical deduction and comparative analysis， as well as the combination of dynamicanalysis and static analysis. This paper can form comprehensive integration characteristics，so that it is characterized by scientificity，systematicness，innovation and operability.
