Research On Professionalization Of New Generation Of Migrant Workers

The migrant worker is a special group accompanied by dual economic structure andcorresponding political system. The rapid economic growth witnessed a rapid growth of newgeneration of migrant workers, who have contributed a lot to agricultural modernization andindustrial modernization as well. Despite the increased number, the quality of migrantworkers remained unsatisfying situation which led to undisputable employment and sluggishurbanization. The above issues have exerted negative impact on sustainable development ofeconomy, thus the government must attach great importance to the professionalization ofmigrant workers. New generation of migrant workers consist of a special group in the processof transition of political institution and binary economic structure as well. Along with theeconomic development, new generation of migrant workers have grown into indispensablelabor force that assists modernization of urbanization. With the number increase of population,the quality failed in its step which leads to various problems haunting employment.Furthermore, this incompatibility impedes new generation of migrant workers’ cityintegration and urbanization. The above problems have caused negative influence in sustainedeconomic development, thus the government and academic circles must attach greatimportance to the issue of new generation of migrant workers professionalization. Issues ofagriculture, peasant and rural area take central stage in China modernization with migrantlaborers as the core of the key. China modernization is impossible to succeed if most migrantworkers failed to transfer into citizens. So the fulfillment of new generation of migrantworkers professionalization becomes one of the key issues during China modernization. Apartfrom factors about state policy, new generation of migrant workers’ urbanization relies onwork capacity, which can contribute to citizenship of migrant workers at economic level. Theproblem of agriculture, rural and farmers is a key problem during China’s modernizationconstruction, while the issue about migrant workers acts as a core, and professionalizationshould be the solution. If most migrant workers failed in their professionalization, themodernization of China must indulge in empty talk. As for migrant worker professionalization, the career must depend on the accumulation of employment abilitybesides factors such as institutions and policies. In order to solve the above vexed question,this research takes migrant workers professionalization as the main purpose. Firstly, this paperattempt to answer the question of what is new generation of migrant workersprofessionalization, make clear the motivation, reveal requirement, and analyze economic andsocial effect. Secondly, this research analyzes and verifies factors affecting new generation ofmigrant workers willingness to professionalization, to seek realistic basis for this group’sincrease of professionalization, furthermore provide theoretical support and policy guaranteefor urbanization fulfillment. Finally, through analysis of current employment status,investigate command condition for professionalization, construct assessment system for newgeneration of migrant workers professionalization based on employment ability andprofessionalization in different visions.The new generation of migrant worker professionalization’s important significance alsomanifests in three aspects: First, professionalization is the inevitably request in buildingharmonious society; secondly, professionalization is the effective way for modernizationachievement; thirdly, professionalization acts as requirement for labor resources managementfulfillment. In accordance with the population migration theory, social integration theory andemployment competence theory, this research retrospect’s past theoretical development inpopulation migration and professionalization. On the premise of adequately definition of newgeneration of migrant workers, professionalization and new generation of migrant workersprofessionalization, this study systematically discussed process and method forprofessionalization, statistically describe factors affecting professionalization, study reasonsand conditions for professionalization, and construct evaluation indicator system for newgeneration migrant workers professionalization. In order to increase the persuasion ofresearch conclusion, this research adopted normative analysis and positive analysis,combination of qualitative and quantitative analysis, analyze systematically. Normativeanalysis is assumed for the explanation for professionalization, and statistical analysis forcurrent situation, SEM for professionalization appraisal system, logistic regression forprofessionalization willingness.By application of systematical analysis, this research finds:（1） in light of differenttheoretical frameworks, the connotation of professionalization appears various characteristics.Under the circumstance of large number of new generation of migrant workers, insufficientvocational skills and economic transition, the improvement of professionalization level fornew generation of migrant workers plays a decisive role.（2）New generation of migrantworker’ cognition and corresponding behavior for professionalization present as the following features, such as differentiation in preference, rationalization in professionalizationrequirement and exploitation in intention.（3）During the procession of professionalization,new generation of migrant workers must increase comprehensive quality in accordance withenvironmental support and preferential policies, therefore, through integration at levels ofmicro ecosystem level and macro level, speed up the urbanization process.（4）Advancemodes for new generation of migrant workers include: necessity professionalization,maintenance professionalization and development professionalization.The innovation of this research has the following aspects: the first aspect lies in the putforward of concept of new generation of migrant workers on the basis of analysis aboutmigrant workers and professionalization; the second aspect focuses on the construction ofnew generation of migrant workers professionalization appraisal index system under theguidance of relevant theories; the third aspect raises the proposal of three strategies ofadvancing for new generation of migrant workers professionalization under the guidance ofmobilization of professionalization process.
