University and Industry are the most important subjects to regional innovationsystem. College is to train talents, inherit knowledge, and innovate technology. Industryis the source of innovation, providing direction and financial support for innovation.University and industry have their own numerous innovative resources and their owncharacteristics in the aspect of innovation abilities. With the development of the economyand the society, as well as the increase of difficulty and intensity of innovation,university-industry collaborative innovation is one of the important forms of innovation.University-industry collaborative innovation can impel the development of the universityand the industry, and is the fundamental part to regional innovation system. Therefore, itshas become a urgent problem for research and practice in China’s collaborativeinnovation to correctly understand the innovation characteristics of industry-universitycollaborative innovation, to make full use of the advantages of industry and university,and to promote the university-industry cooperative innovation level, so as to buildcompetitive regional university-industry cooperative innovation system, and play agreater role in regional development.Liaoning province is China’s old industrial base and the problems as above are moreobvious. Liaoning province faces enormous pressure and opportunity for industrialupgrading and innovation development. How to encourage the development of theuniversity and the industry as well as promote Liaoning economic and socialdevelopment through collaborative innovation has become the focus of attention in Chinain recent years. Therefore, based on research in the regional innovation system at homeand abroad, this paper uses the theory and method of system coupling, by theoretical andempirical, quantitative and qualitative analysis methods, makes systematic research onindustry-university collaborative innovation. Mainly, this paper includes the followingparts:(1)This paper conducts an analysis to the coupling of university-industrycollaborative innovation. From the angle of system coupling, the connotation ofuniversity-industry collaborative innovation coupling, the influencing factors, therealizing forms and the coupling structure are analysed.(2) This paper designs an evaluation system for the coupling degree of university-industry collaborative innovation.With the analysis of the connotation and research methods of the coupling, the couplingdegree is designed to be a complex of coupling coordination degree and couplingcloseness degree, using Grey Correlation Method and Linear Weighted Method.(3)Thispaper introduces the coupling development of university-industry collaborativeinnovation of Liaoning province. Based on the coupling analysis above, by research onthe development process of the coupling subjects, the coupling objects, the couplingoutside environment and the coupling models in Liaoning university-industrycollaborative innovation, its characteristics and the existing problems are analyzed.(4)The coupling coordination degree, the coupling closeness degree, the coupling degree ofLiaoning province university-industry collaborative innovation and the influencingfactors are empirically analyzed, using the data statistical analysis method, in order topoint out the existing problems in Liaoning province.The innovation points of this paper are as follows: firstly, based on researches onregional innovation system and university-industry collaborative innovation, the paperintroduces the theory and method of system coupling, and constructs the couplinganalysis of university-industry collaborative innovation, including the connotation, theinfluencing factors and the realizing forms. Secondly, for university-industrycollaborative innovation, this paper constructs a quantitative coupling degree evaluationsystem. Former researches focus on coupling coordination degree. In this paper, thecoupling degree is designed to be a complex of coupling coordination degree andcoupling closeness degree. To be further, this paper analyzes the coupling developmentof university-industry collaborative innovation of Liaoning province, and evaluates thecoupling coordination degree, the coupling closeness degree, and the coupling degree ofLiaoning university-industry collaborative innovation, in order to point out the existingproblems in Liaoning province and provide meaningful theoretical and practical hints toimprove the level of innovation in Liaoning province and other areas of China.
