Climate change is the most important global crisis,which has moved from the original scientific problem to development problem. The sharp growth of total carbon emission leads to the increase of carbon emission concentration, further to results in global climate change. It can be see that it’s necessary and urgent to develop low carbon economy. The carbon productivity can include the dual goal of economic development and carbon emission control, whose level and growth can balance the situations how all countries and regions develop low carbon economy. Therefore, based on more microcosmic and comprehensive perspective, this paper has explored regional difference of China’s carbon productivity and put forward corresponding suggestions, which is conductive to sustainable, healthy and balanced development of regional economy.First of all, based on summarizing and sorting out related research on economic growth under the background of low carbon, regional difference of carbon emission and carbon productivity, this paper has pointed out that carbon emission space becomes scarce input factor, whose property has gradually shifted from public material resource to commercial resource, further to construct an economic growth model based on carbon productivity.According to the basic principle of customer bear of carbon emissions, it put forword improved department method based on the energy balance. On the premise of provincial carbon emission and accurate measure of carbon productivity, it has comprehensively analyzed the evolution process of regional difference of carbon productivity in China. Combining with the clustering method, regions are divided into principal line by taking carbon productivity as the measurable indicator. According to the method of Theil indexes, it generally reveals key factors of regional difference of carbon productivity. The results prove that, the general difference of China’s provincial carbon productivity is mainly resulted by regional difference, inter-provincial disparity of the second region and third region.Based on more micro and comprehensive perspective, it has further revealed deep-seated factors playing an important role in regional difference based on multi-dimensional perspective of the diffirence of industrial structure, energy structure, carbon productivity source and carbon productivity growth potential. Firstly, based on the perspective of industrial structure, it analyzes regional difference of carbon productivity. Combining with the shift-share analysis method, through constructing a theoretical decomposition model of regional difference of carbon productivity and growth rate of carbon productivity, it reveals influences of structural difference and transformation on regional difference of carbon productivity from the static and dynamic perspective. Secondly, based on the perspective of energy structure, it analyzes regional difference of carbon productivity. Targeted at structural difference of energy consumption, it reveals influences of carbon emission released by energy combustion and quantitative impacts of structural difference of energy on regional difference of carbon productivity, through selecting eight kinds of energies in descending order whose carbon emission after combustion contributes to over 90% and constructing a panel data model based on regional difference of carbon productivity(based on structural difference of energy). Thirdly, based on the perspective of growth, it analyzes regional difference of carbon productivity. Combining with the panel data DEA-malmquist exponential model, through designing a theoretical decomposition framework of growth index of carbon productivity, it analyzes resources of carbon productivity growth of all regions. From the perspective of Total-Factor Energy Efficiency, technical efficiency, technological progress and factor substitution, it reveals regional difference of resources of carbon productivity growth. Fourthly, from the perspective of energy efficiency, it analyzes the regional difference of potential to improve carbon productivity. Based on Data Envelopment Analysis, it constructs Total Factor Energy Efficiency Model; combined with the projection, it analyzes and constructs a potential-improvement model of carbon productivity, and them reveals the potential to promote the increase of carbon productivity through improvement of efficiency under the current technological level, from a static perspective.On the above research, based on comprehensive analysis on carbon productivity region, according to development status of low carbon economy in all regions and the principle to improve carbon productivity. It has put forward suggestions for regional difference of carbon productivity on the basis of the overall and regional perspective.
