Through renovation and promoting efficient energy-saving terminal equipment, power demand side (DSM) energy efficiency resource projects take improving the energy utilization efficiency, reducing energy consumption as the goal, is the effective means to realize energy conservation and emissions reduction. More than 10 years of EPP practice shows that the DSM efficiency resources development has gained abundant energy conservation and emissions, and formed a certain scale. How to effectively programme DSM energy efficiency resources at the macro level, and measure energy efficiency and cost-effectiveness of the project at the micro level, is affecting the further development of DSM energy efficiency resource projects. However, the lack of related research caused a lack of a set of scientific decision and guidance tools, severely restricting its development. Therefore, t is very necessaryto study and establish a set of decision theory, method and tool for DSM energy efficiency resource projects.Based on the relevant research data, from the macro to the micro, a comprehensive DSM energy efficiency resources project decision-making system and method is established from the energy management and low carbon perspective, using some study methods, such as energy planning, energy efficiency calculation, game theory and cost-benefit analysis. This system and method intensively solves some issues, involving the resource planning, energy efficiency, participants’game and cost-benefit analysis of DSM energy efficiency resources project, in order to provide scientific theory and method basis for the management and decision-making of DSM energy efficiency resources project. The main research work is as follows:(1) In regard to the integrated resource planning issue of DSM energy efficiency resources project. An integrated resource planning model group of DSM energy efficiency resources project is constructed. In global, the resources of supply and demand side including DSM energy efficiency resources are planned, scheduled and optimized to make the total cost minimum, while ensuring a certain constraint. In order to highlight the different characteristics of different generation resources and the advantages of DSM energy efficiency resources project, three progressive programming models with constraints are constructed. Namely, the electric integrated resource planning model only considering to meet the power output of the generator; the electric integrated resource planning model considering to meet the power output of the generator and environmental constraints; the electric integrated resource planning model considering to meet the power output of the generator, environmental constraints and low-carbon constraints.(2) In regard to the energy efficiency analysis issue of DSM energy efficiency resources project. An energy efficiency model of DSM energy efficiency resources project considering environmental benefits is constructed, using the total factor energy efficiency analysis method. Moreover, an empirical analysis is carried on from microcosmic angle (energy efficiency project) and macroscopic angle (EPP implemented by typical provinces). In order to analyze energy efficiency influencing factors of DSM energy efficiency resources project, the paper analyzes generalized technological advances variation feature of EPP implemented by China typical provinces based on generalized technological advances decomposition model by Malmquist index.(3) In regard to the game issue of each participant of DSM energy efficiency resources project. The game models between government and enterprises, enterprises and enterprises, enterprises and consumers are set up respectively. Based on that, the analysis is carried on and related suggestions are put forward. The dynamic game model between government and enterprises discusses the dynamic game strategies among the two; the evolution game between government and enterprises discusses the evolutionary path of game strategy among the two. The carbon trading model between enterprises and enterprises discusses carbon trading game strategies among the two and calculates the biggest profit of enterprises under the best game strategy. Carbon products trading game model between enterprises and consumers explores the pricing and purchase game of low carbon products among the two.(4) In regard to the cost benefit analysis issue of DSM energy efficiency resources project. The traditional DSM cost benefit model is improved and under the background of low carbon, the cost benefit model of DSM energy efficiency resources project is established. Considering the limitations of traditional DSM cost benefit model, a series of improving ideas are put forward, such as the benefits of carbon reduction, the practical value of capital, the incentive coefficient and the increase of constraint conditions. In addition, cost benefit analysis and carbon pricing model under the background of low carbon is constructed to measure the cost benefit of implementing DSM energy efficiency resources project scientifically.(5) In regard to the design of decision support system for DSM energy efficiency resources project. In order to demonstrate the decision-making system and method constructed in above to decision makers more vividly and intuitively and to assist in making decision, the decision support system of DSM energy efficiency resources project is designed. It mainly includes the target localization of system, function design of four function modules, system architecture, business process design of database, model base and knowledge base, which establish the foundation for construction and implementation of DSM energy efficiency resources project decision support system.
