| Innovation is always the core theme of the development with the times. Either the progress from agricultural civilization to industrial society or the advancement from industrial society to technological age is caused by the fundamental change between productivity and relations of production arising from technological innovation. Nowadays, innovation plays a very important role. Both the proposing of innovation systems of the state, region, city and the utilizing of the relationship between innovation and development such as cooperation, constellation, coordination are innovative achievements combined with the increasingly sophisticated science and technology. Likewise, industry-university-research cooperation and innovative city and their interactive relationship, which are the main studying object of this paper, are innovative achievements which are innovation oriented and take the science and technology development as the core driving factors in order to enhance the regional competitive ability under the background of globalization and regionalization.Industry-university-research cooperation is a long-standing innovative production mode which integrates resources, aggregates advantages, shares costs and risks of academia and industry. In different historical period, it takes profound effect on the economic and social development. And it constructs the industrial chain from knowledge creation to technology research and development, from production practice to achievements transformation, highly consistent with the requirements of the development in the times of knowledge-based economy. In addition, it includes the technical innovation heights, i.e., universities and research institutes, production innovation base, i.e., enterprise, also involves policy innovation (government) and innovation protection (government, intermediaries) for production process as its main innovation body and participants. So it is no exaggeration to say that industry-university-research cooperation is the "pioneer" and "pacesetter" of innovative economic development.Innovative city is the basic unit of regional innovation system. Its basic form is city innovation system, which is a comprehensive platform for innovation activities to build the city as the main body. The interactive relationship between industry-university-research cooperation and innovative city is obvious. The main body and participants of industry-university-research cooperation also constitute the basic composition of the innovative city which provides high-quality infrastructure, environment and carrier in return. This study is to explore the interactive relationship between industry-university-research cooperation and innovative city as well as quantify the specific effect of industry-university-research cooperation on innovative city. This dissertation is organized as follows. The first section introduces the research background, significance, topics, ideas, and methods. Section2and3present the domestic and foreign literature and theory in depth. In Section4, the industry-university-research cooperation is the main object and its operation mechanism and evolution path are analyzed. Section5is the key and innovation of this study, which explores the interaction of industry-university-research cooperation and innovative city development. Section6and7are also key points of this study. Section6first proposes the design of the evaluation index system of effect of industry-university-research cooperation on innovative city based on theoretical research and then three innovative pilot cities of China are taken for example to verify its scientificity and operability in Section7. The last section concludes the dissertation.Conclusions are drawn from the study. There exists a supply-demand style interactive mechanism between industry-university-research cooperation and innovative city. Innovative city puts forward demands for innovation on industry-university-research cooperation and industry-university-research cooperation is driving factor of the development of innovative city conversely. Furthermore, the core of the city innovation system is industry-university-research cooperation which also bears social responsibility to create innovative city. So the interactive relationship between them is a historical necessity, on the basis of which industry-university-research cooperation take the effect on the development of innovative city. In addition, the designed evaluation index system of the effect of industry-university-research cooperation on innovative city in this study could presents the ability how industry-university-research cooperation influences the economy and society in a certain extent and could be references to the development of innovative economy and the construction of city innovation system.
