After the Second World War, peace and development become the main trend. Many countries begin to transfer the military advanced technology to civilian use, implementing the "civil-military integration." China is also keeping up with the pace of global military development, and actively promote the civilian military integration. By the organic combination of military and civilian knowledge and technology, the efficiency of resource allocation is achieved. Civil-military integration is a major challenge for the national defense of the strategic reserve. In times of peace, in the face of a constant state of readiness in demand, while demand in the state of war will reach a lot of demand, as well as extreme or ultimate demand(relative to the company’s production capacity is concerned). Therefore, in extreme situations, to build production capacity is one of the biggest challenges for military enterprises in the civil-military integration. In addition, this study is based on the phenomenon of concern strategic behavior under the command of the national will, the assumption that the "visible hand" of existing theories are mainstreaming strategy to "market" and "competition " the assumption, that is, the " invisible hand " and established. That it’s obviously different with the previous assumption, therefore, with the existing strategic theory to explain the strategic behavior of military enterprises also exist many inadequacies. Based on this, this paper attempts to theoretical issues aerospace weapons production capability under the conditions of war and civilian integration of research. Including: the "civil-military integration" model and supply chain relationships; extreme dynamic capabilities of military enterprises demand state building, as well as the integration of militar y and civilian aerospace weapons program mode case empirical content.Based on supply chain integration theory, this dissertation empirically validated the relationship between civil-military integration and perational performance. The results showed that:(1) In normal demand situations, military and civilian partner selection criteria, civil-military coordination partners, civil-military cooperation in manufacturing information integration for overall operational performance have a positive effect, indica ting that the military and civilian partner selection criteria, the importance of civil-military cooperation on military enterprise manufacturing information integration to improve operational performance of civil-military coordination partners.(2) In the normal requirements and extreme demands of two states, the state of civil-military integration there are significant differences, particularly reflected in the selection criteria for civil-military coordination and partnership between the military and civilian partners, in extreme demand mode, select military and civilian partners a higher standard; in normal state demand, higher level of coordination between the military and civilian partners. However, under normal and extreme demands of two states, there is no difference in the level of civil-military cooperation manufacturing information integration. Only civil-military coordination between partners has a positive impact on the overall operational performance in extreme demand state, partner selection criteria and partner contribution to the overall manufacturing information integration operational performance is no longer significant.(3) technology drivers, civil-military cooperation partners recognized the extent of civilian manufacturing information i ntegration and overall operational performance of military enterprises have a positive regulatory role in driving the higher technical level, the degree of recognition of civil-military cooperation, the civil-military partnership Manufacturing Information integrated stronger impact on the overall operational performance of military enterprises. Civil-military cooperation in the interests of the distribution, civil-military cooperation on military and civilian strategic partner selection criteria and overall operational performance of military enterprises have a positive regulatory role in the civil-military cooperation in the interests of the more balanced distribution, the higher the level of cooperation in the case of strategic military and civilian, military and civilian partner selection standards have a stronger impact on the overall operational performance of military enterprises.Although the concept of civil-military integration have been proposed for many years, but in the manufacture of military ent erprises still lack the ability to build a strong explanation for the specific practices of civil-military integration, as well as civil-military integration background. Previous studies on the "civil-military integration," the multi-level description of the phenomenon remain in study, this paper explores the impact of manufacturing performance practice civil-military cooperation in the context of supply chain integration theory is proposed based on the background of the military under civilian integration enterprise manufacturing capacity build mode, try digging through the phenomenon of more substantive behind "supply Chain partnership", "outsourcing" meaningless, and "strategic alliances and virtual alliance" theoretical level. To deeply understand the "c ivil-military integration," laid a theoretical foundation. In turn enrich the supply chain management, strategic alliances these theoretical extension. Previous aerospace industry enterprises are mostly in a passive acceptance of superiors or mandatory mil itary tasks, there is little opportunity for independent initiative to think about, as well as strategic business problems for some weapon models / products. The results of this study will be the military, defense planning departments and enterprises to pr ovide a good reference of ideas.
